Prosecution of Former Leaders of Vietnam Cement Corporation Launched

Former Vice General Director of the Vietnam Cement Corporation, Ta Quang Buu, along with three other defendants, are accused of misconduct in their management of the company.

On September 24, the Ministry of Public Security announced that the Investigative Police Agency has issued arrest warrants, preventive measures, and search orders for four suspects involved in a case at the Vietnam Cement Corporation and related entities.

On September 22, the Investigative Police Agency of the Ministry of Public Security issued arrest warrants, preventive measures, and search orders for four suspects: Ta Quang Buu, former member of the Board of Members and Deputy General Director of the Vietnam Cement Corporation; Tran Binh Trong, former Deputy General Director; Nguyen Lam Cuong, former Deputy General Director; and Doan Thi Mai Lan, former Head of the Economics and Budget Department at the Vietnam Construction Consulting Corporation. They are charged with “Violating regulations on the management and use of state assets, causing losses and waste,” under Article 219, Clause 3 of the Penal Code.

After approval from the Supreme People’s Procuracy (Department 3), the Investigative Police Agency executed the decisions and orders in accordance with the law.

Currently, the Investigative Police Agency is consolidating evidence against the suspects and expanding the investigation to uncover other violations by individuals, organizations, and related entities. Measures are being taken to recover state assets comprehensively.

Earlier, in March 2025, the Investigative Police Agency indicted Le Van Chung, former Chairman of the Board of Members of the Vietnam Cement Corporation; Nguyen Ngoc Anh, former General Director; Du Ngoc Long, former Director of the Project Management Board; and Hoang Ngoc Hieu, former Head of the Appraisal Department. They were charged with “Violating regulations on the management and use of state assets, causing losses and waste,” under Article 219, Clause 3 of the Penal Code. Nguyen Ngoc Anh was prohibited from leaving his residence, while the other three suspects were detained.

According to the Ministry of Public Security, during the investigation, violations were identified in the preparation and implementation of the “Vicem Commercial Transaction and Operation Center” project at Lot 10E6, Cau Giay Urban Area, Hanoi. The project, invested by the Vietnam Cement Corporation under the Ministry of Construction with a budget of 1.245 trillion VND, involved significant mismanagement and waste of state assets.
