Chinese Conglomerate Eyes Key Vietnamese Projects: Minister of Construction Responds

Minister Trần Hồng Minh expressed confidence in the corporation's ability to expand its collaboration and investment in Vietnam's key infrastructure projects.

On September 25th, Minister of Construction Tran Hong Minh held a meeting with Mr. Wang Qifeng, Secretary of the Party Committee and Chairman of Shandong Hi-Speed Group (China). Leaders from various departments under the Ministry of Construction also attended the meeting.

At the beginning of the meeting, Mr. Wang Qifeng expressed his gratitude to Minister Tran Hong Minh and the leaders of the Ministry’s departments for taking the time to meet with the delegation. He introduced Shandong Hi-Speed Group as a leading state-owned enterprise in Shandong Province, specializing in infrastructure development. The group has a registered capital of USD 12.877 billion and total assets exceeding USD 237.4 billion.

The group currently manages and operates approximately 9,100 kilometers of highways, owns six listed companies, and holds a domestic AAA credit rating and an international A rating. In 2024, the company ranked 412th among the world’s top 500 corporations. With a closed ecosystem encompassing construction, management, maintenance, operation, and toll collection for highways, railways, seaports, and airports, the group has established itself as a key player both in China and internationally.

In Vietnam, Shandong Hi-Speed Group has made significant contributions to major projects such as the Hanoi-Haiphong Expressway, the Danang-Quang Ngai Expressway, and the infrastructure of An Duong Industrial Park (Haiphong). These achievements serve as a solid foundation for future collaboration. Mr. Wang Qifeng emphasized that, given Vietnam’s focus on infrastructure development, particularly the North-South Expressway and the North-South High-Speed Railway, the group is eager to participate in these key projects.

Speaking at the meeting, Minister Tran Hong Minh affirmed that the Ministry of Construction is the state management agency overseeing critical areas such as planning, architecture, construction investment, urban development, technical infrastructure, housing, real estate markets, and construction materials. The transportation sector, including roads, railways, maritime, and civil aviation, also falls under its jurisdiction.

The Minister highlighted the long-standing effective cooperation between Vietnam’s Ministry of Construction and China’s Ministry of Transport and Ministry of Housing and Urban-Rural Development. Activities such as delegation exchanges, scientific seminars, and personnel training have significantly contributed to strengthening the comprehensive strategic partnership between the two countries.

Notably, Minister Tran Hong Minh mentioned that a recent inter-ministerial working group led by Deputy Minister Nguyen Danh Huy attended the first session of the Vietnam-China Railway Cooperation Joint Committee in Beijing (September 23-24, 2025). This marks a concrete step toward realizing the shared vision of both countries’ leaders to accelerate the progress of railway connectivity projects.

Congratulating Shandong Hi-Speed Group on its successes in transportation infrastructure, Minister Tran Hong Minh expressed confidence that, with its expertise, capabilities, and resources, along with the newly signed strategic cooperation agreement with Vietnam Railway Construction Corporation (RCC), the group is well-positioned to expand its investment in Vietnam’s key infrastructure projects.

“In its role and capacity, the Ministry of Construction is always ready to support and facilitate international enterprises with strong potential, including Shandong Hi-Speed Group, in developing urban infrastructure, transportation, and other critical projects in Vietnam,” Minister Tran Hong Minh emphasized.
