Nghi Lien Urban Area Investment LLC has announced the Environmental Impact Assessment (EIA) report for the Nghi Lien urban area project in Vinh Hung Ward, Nghe An Province (formerly Nghi Lien Commune, Vinh City).
The project spans approximately 103.7 hectares, bordered by roads, residential areas, agricultural land, and the Nghe An Oncology Hospital.
Currently, the project site primarily consists of 40.5 hectares of rice paddies, water bodies, and aquaculture ponds. Scattered residential structures, including some reinforced buildings, are present. The former commune’s administrative headquarters and business offices along Thang Long Street are two stories high. Two small cemeteries, totaling over 5,000 square meters, are also within the area.
The project includes 569 adjacent townhouses, 58 villas (totaling 18.7 hectares), 3.1 hectares of remaining townhouses and villas, 79 resettlement housing plots (over 1 hectare), two 5-story social housing buildings (7.1 hectares), and 5-story commercial services. Mixed-use apartments (HH1-HH7) cover nearly 6 hectares and rise to 7 stories. The planned population is approximately 11,790 residents.
Total investment exceeds VND 6,290 billion, with construction costs at VND 5,400 billion, compensation and resettlement support at nearly VND 402 billion, and loan interest during construction at over VND 486 billion.
The project’s operational period is 50 years from the land allocation or lease decision. Implementation is scheduled from 2025 to 2035.
Vinh City’s People’s Committee approved the 1/500 detailed planning for Nghi Lien Urban Area on June 29, 2023. By June 2024, Nghe An Province’s People’s Committee designated the joint venture between Thang Long LLC and Eurowindow Nha Trang Tourism Investment JSC as the project investor.
In October 2024, this joint venture established Nghi Lien Urban Area Investment LLC with a charter capital of nearly VND 944 billion. Thang Long LLC holds 85% of the capital, while Eurowindow Nha Trang holds 15%. Ms. Vu Thi Quynh serves as Chairwoman and CEO.
Thang Long LLC, founded in 1994, is headquartered at Eurowindow River Park (Hanoi) with a charter capital of VND 2,000 billion. Ms. Nguyen Thi Phuong Lan is the Director and legal representative.
Eurowindow Nha Trang, established in 2008 with a capital of VND 1,350 billion, is chaired by Ms. Trinh Thi Minh Hue, who also serves as the legal representative. Both companies are members of Eurowindow Holding JSC (EWHC), a group developing major real estate projects nationwide.
In 2021, these companies were approved by Nghe An Province’s People’s Committee to develop the Nghi Phu – Hung Loc urban area and the Dong Vinh – Cua Nam urban area in Vinh City.

As of December 31, 2024, Eurowindow Holding’s total assets reached nearly VND 18 trillion, an 8% increase from the beginning of the year. Liabilities rose by over 8% to nearly VND 9.6 trillion, with all bond debt cleared.
