The groundbreaking projects include: Provincial Road DT.975 (Section from DT.973 – Phu Quoc Airport – DT.975 – DT.973); Cua Can Reservoir; Underground Utility Infrastructure Project in Duong Dong; Underground Utility Infrastructure Project in An Thoi; Investment in Technical Infrastructure and Digital Transformation, Construction of the Smart City Operation Center in Phu Quoc; Construction of Embankment and Land Reclamation for the APEC Conference Center and Functional Facilities; An Thoi Resettlement Area Project. The initiated projects include Bai Bon Waste Treatment Plant, An Thoi Solid Waste Treatment Plant; and Cua Can Reservoir Water Treatment Plant.
These are strategic infrastructure projects, not only enhancing Phu Quoc’s capacity to successfully host APEC 2027 but also aiming for long-term, sustainable development of the special economic zone, contributing to affirming An Giang’s role in the national socio-economic development map.
Speaking at the ceremony, Deputy Prime Minister Nguyen Chi Dung stated: “With the groundbreaking and initiation of 10 key infrastructure projects – part of the system of over 21 major infrastructure projects serving the APEC Conference – these modern, synchronized infrastructure works will not only meet the conference’s needs but also contribute to the long-term development of the locality and the nation.”

Accordingly, the Deputy Prime Minister directed ministries, sectors, agencies, and units, especially An Giang Province, to focus maximally, strive to complete the projects 3-6 months ahead of schedule, ensure the highest quality, and create the most beautiful and impressive image of Vietnam and Phu Quoc in the eyes of international friends.
Speaking at the ceremony, Mr. Ngo Cong Thuc, Vice Chairman of An Giang Provincial People’s Committee, said: “Investing in these projects also aims to renovate and upgrade urban infrastructure quality, protect landscapes and the environment, so that Phu Quoc Special Economic Zone becomes a green, civilized city, worthy of the international APEC event, and promotes the cultural image of Phu Quoc Special Economic Zone to countries worldwide. Technical infrastructure in Phu Quoc Special Economic Zone is being deployed synchronously, turning it into a leading international green tourism and resort destination.”

Illustrative perspective of Provincial Road DT.975
Among the 10 projects, Provincial Road DT.975, constructed by Sun Group as the contractor, is considered a key infrastructure project. The 19.26 km road has a total investment of 2,034 billion VND, directly connecting Phu Quoc Airport, the island’s main transportation hub, with DT.973 road axis and the APEC Conference Center in An Thoi, as well as Bai Truong area.
With a width of 60–62 meters, a minimum of 6 lanes, and a 15-meter dedicated land area for a parallel light rail system, the project will create a modern transportation axis, facilitating the development of mixed-use tourism urban areas, commercial centers, public services, and entertainment. This is a crucial step in transforming Phu Quoc into a modern island city, a leading regional and international tourism, trade, service, and healthcare hub.
The two underground utility infrastructure projects in Duong Dong and An Thoi, two major urban centers of Phu Quoc, will create a civilized, modern urban appearance, enhance public space quality, and improve traffic safety. Simultaneously, the Phu Quoc Smart Operation Center project is being implemented to apply AI, big data, and advanced technologies for economic and social management, traffic control, security, environment, and urban planning, ensuring accurate and timely decision-making by authorities.
For years, Phu Quoc has faced environmental and clean water challenges. At the groundbreaking ceremony, An Giang Province announced waste treatment plant projects, solid waste treatment plants, and freshwater reservoirs. The Cua Can Reservoir, with a capacity of 7.5 million m³ and a daily water supply of 49,500 m³, will address water security for the northern part of Phu Quoc Island, meeting water demands amid rapid urbanization and tourism growth. The project is also designed to leverage natural landscapes for eco-tourism, contributing to smart urban development, green growth, and climate change adaptation.
Additionally, environmental and energy projects such as the Bai Bon Waste Treatment Plant, An Thoi Solid Waste Treatment Plant, Bai Bon Waste-to-Energy Plant, and Cua Can Clean Water Plant, with total investments of hundreds of billions of VND, will enhance waste treatment capacity, provide clean water, and environmentally friendly energy. These essential projects ensure Phu Quoc’s economic development while protecting the environment and improving residents’ quality of life, aligning with green growth and sustainable development goals.

Perspective of the APEC 2027 Multifunctional Complex in the future
Particularly, the embankment and land reclamation project for the APEC Conference Center, covering 57 hectares, will lay the foundation for the APEC 2027 Conference Center and related functional facilities. Beyond serving the international conference, this project holds long-term strategic significance, contributing to completing coastal urban infrastructure, attracting investment, and developing island tourism spaces.
The An Thoi Resettlement Area Project, covering nearly 24 hectares with approximately 1,200 resettlement plots, is a practical, humane solution. Constructed by Sun Group, the project aims to provide residential land for residents whose land is acquired for APEC 2027 projects and other socio-economic development projects in Phu Quoc. This is also a crucial step to ensure residents’ rights and stability, while creating space for Phu Quoc’s modern urban infrastructure development.
