Ho Chi Minh City: Industrial Zone Workforce Continues to Grow, No Mass Exodus to Rural Areas

At a press conference addressing socio-economic issues on the afternoon of September 25th, Ms. Nguyễn Võ Minh Thư, Deputy Head of the Ho Chi Minh City Export Processing and Industrial Zones Authority (HEPZA), provided insights into the labor situation within the city’s export processing and industrial zones (EPZs-IZs). This update comes amid concerns that many workers are leaving the city to return to their hometowns for employment opportunities.

According to Ms. Thu, survey results indicate that the phenomenon of workers leaving Ho Chi Minh City for their hometowns is not a trend but primarily occurs among informal workers, such as freelancers. In contrast, data for workers in export processing zones (EPZs) and industrial parks (IPs) shows the opposite trend. Following consolidation, Ho Chi Minh City now has 59 EPZs and IPs with over 5,500 active projects, employing approximately 905,000 workers in the first half of 2025—an increase of nearly 17,000 compared to the end of 2024.

Notably, 65% of workers in these zones come from other provinces. “This demonstrates that there is no mass exodus from the city, and the workforce in EPZs and IPs continues to grow,” Ms. Thu affirmed.

Labor Shortages Remain Seasonal

According to HEPZA representatives, labor shortages in EPZs and IPs occur almost annually, primarily at the beginning and end of the year when orders surge or new projects expand. In the first half of 2025, recruitment demand in Ho Chi Minh City’s EPZs and IPs exceeded 8,000 workers; including Binh Duong and Ba Ria-Vung Tau, this figure is even higher.

Industries frequently facing labor shortages include textiles, footwear, and electronics. To meet workforce demands, the management board is collaborating with the Department of Home Affairs and the Ho Chi Minh City Employment Service Center to match supply with demand and introduce workers to recruiting businesses.

Retaining Workers: A Primary Responsibility of Businesses

Regarding worker retention, Ms. Thu emphasized that this is primarily the responsibility of businesses. “Companies must ensure full compliance with legal regulations on wages, policies, and employee benefits,” she stated.

At the management level, Ho Chi Minh City and its departments have implemented numerous policies to support workers. Recently, the Ho Chi Minh City People’s Council issued Resolution 30, increasing subsidies for preschool children of workers from 160,000 VND to 240,000 VND per child per month. Additionally, the city is accelerating a program to build at least 1 million social housing units for low-income earners and industrial park workers.

Within EPZs and IPs, there are three forms of housing investment for workers: infrastructure companies constructing housing; businesses directly building and providing free accommodation for workers; or real estate companies investing in dormitory housing for workers.

HEPZA also regularly collaborates with the Department of Industry and Trade to implement price-stabilization programs, high-quality Vietnamese goods campaigns, and mobile sales services for workers within the zones.
