Cái Mép Hạ Logistics Center: A Project Attracting Investor Interest

The Cai Mep Ha Logistics Center has been designated as a key investment project, attracting significant interest from investors. Several parties have already submitted their proposals for evaluation and approval by the competent authorities. Based on this, the Department of Construction has formally requested the Ho Chi Minh City People’s Committee to consider halting the feasibility study report for the project.

This information was shared by Mr. Do Ngoc Hai, Head of the Department of Maintenance and Operation Management, Department of Construction, during the Ho Chi Minh City socio-economic press briefing on September 25th. The discussion centered around the proposal to halt the preparation of the Pre-Feasibility Study Report for the Cai Mep Ha Logistics Center Project.

According to Mr. Hai, the Cai Mep Ha Logistics Center Project is planned on an area of approximately 1,686.73 hectares, as outlined in Decision No. 1080/QD-UBND dated April 24, 2024, issued by the People’s Committee of Ba Ria – Vung Tau Province. The Department of Construction was tasked with preparing the Pre-Feasibility Study Report for the project’s investment and approving the task outline and cost estimate for the work to be carried out starting in 2021.

In December 2023, the People’s Committee of Ba Ria – Vung Tau Province issued Decision No. 3548/QD-UBND, approving the adjusted task outline and cost estimate for the preparatory phase of the Pre-Feasibility Study Report. The Department of Agriculture and Rural Development was assigned to conduct surveys, inventories, and reassessments of the current forest and non-forest land status within the project area. This ensures alignment with the adjusted boundaries and actual conditions, facilitating the completion of documents for converting forest land to other purposes for approval by the competent authorities.

However, on June 25, 2025, the Department of Agriculture and Environment issued Official Letter No. 4667/SNN-PTNT, requesting the Provincial People’s Committee to halt the survey, inventory, and forest valuation tasks for the Cai Mep Ha Logistics Center Project. The reason cited was that the approved forest status report and forest status map were no longer applicable, and the six-month validity period before file submission had expired.

Additionally, as per regulations, the explanatory report on forest status and the forest status map for areas proposed for conversion from forest to other uses must be prepared by the investor within six months before file submission. The Cai Mep Ha Logistics Center is designated as part of a free trade zone linked to the Cai Mep Ha seaport area. Consequently, the cost estimate for surveying, inventorying, and valuing the forest (covering 1,686.73 hectares) being conducted by the Department of Agriculture and Environment is also no longer appropriate.

Therefore, on June 28, 2025, the People’s Committee of Ba Ria – Vung Tau Province issued Official Letter No. 10497/UBND-VP, agreeing to halt the survey, inventory, and forest valuation tasks for the Cai Mep Ha Logistics Center Project.

“Most importantly, the Cai Mep Ha Logistics Center Project is a key investment attraction project. Several investors have already expressed interest and submitted dossiers for investment policy approval. As a result, the Department of Construction has petitioned the City People’s Committee to consider allowing the suspension of the Pre-Feasibility Study Report preparation for the Cai Mep Ha Logistics Center Project,” stated Mr. Hai.
