Prime Minister Pham Minh Chinh signed Official Dispatch No. 84/CD-TTg on June 8, 2025, sending it to ministers, heads of ministerial-level agencies, government agencies, and heads of the Steering Committee for the Implementation of the Eradication of Temporary and Dilapidated Houses in provinces and centrally-run cities. The dispatch was about focusing on completing the target of eradicating temporary and dilapidated houses nationwide before August 31, 2025.
The official dispatch stated that eradicating temporary and dilapidated houses is an important political task that demonstrates profound humanitarian values and the Party and State’s special attention to the people, especially housing for those with great contributions to the revolution, families of fallen soldiers, near-poor and poor households. The results of this mission have created a driving force, inspired, and promoted an emulative movement among levels, sectors, localities, businesses, and people. Each house is a “gift”, a “home”, and a “love” that reflects the nation’s spirit and brotherhood, materializing the Party’s guidelines and manifesting the regime’s noble and superior goals. It also affirms the nation’s humanitarian values and beautiful traditions, arousing and solidifying the people’s trust in the Party’s leadership while promoting the great unity of the entire nation.
Over 205,000 temporary and dilapidated houses have been supported for eradication
Up to now, levels, sectors, and localities have supported the eradication of over 205,000 temporary and dilapidated houses, including the inauguration of more than 147,000 houses and the construction of nearly 58,000 houses. Notably, 21 out of 63 provinces and centrally-run cities no longer have temporary or dilapidated houses.
To further promote the achieved results and practically celebrate the 80th anniversary of the August Revolution’s success and the National Day of the Socialist Republic of Vietnam, the Prime Minister requested ministers, heads of ministerial-level agencies, government agencies, and heads of the Steering Committee for the Implementation of the Eradication of Temporary and Dilapidated Houses in provinces and centrally-run cities to focus on leading, directing, and organizing the drastic, swift, and effective implementation of the emulation movement “Joining Hands to Eradicate Temporary and Dilapidated Houses Nationwide in 2025.”
We are determined to basically complete the target of eradicating temporary and dilapidated houses nationwide before August 31, 2025, and support housing for families of fallen soldiers and those with great contributions to the revolution, completing this task before July 27, 2025. During the implementation process, it is necessary to ensure “six clears”: clear people, clear tasks, clear responsibilities, clear authority, clear time, and clear results and “four realities”: speaking the truth, doing the truth, having real effects, and people really enjoying the benefits.
The Vietnam Fatherland Front Central Committee directed socio-political organizations and socio-professional organizations to mobilize forces of youth, women, veterans, and workers to contribute their efforts in the spirit of “those who have something help with that thing, those who can do something help with that thing, those who have money help with money, those who can do a lot help a lot, and those who can do a little help a little.”
The Prime Minister assigned the Ministry of Ethnic Affairs and Religion to coordinate with the Ministry of Construction, the Ministry of Agriculture and Environment, the Ministry of Finance, and the Vietnam Fatherland Front Central Committee to decide to adjust the support fund from the emulation movement’s mobilized resources and the program’s initiation to support the price difference for houses from the two National Target Programs that started construction in 2025. Complete this task before June 20, 2025.
At the same time, closely monitor and regularly urge localities to update daily the program’s implementation results on the instructed statistical software, promptly remove difficulties and obstacles in the program’s implementation, and advise and propose to the Prime Minister and the Central Steering Committee to handle issues beyond their authority.
Addressing difficulties and obstacles in supporting housing for those with great contributions to the revolution and families of fallen soldiers
The Prime Minister requested the Ministry of Construction to monitor, urge, synthesize, and promptly resolve difficulties and obstacles in supporting housing for those with great contributions to the revolution and families of fallen soldiers, ensuring the completion of the set goals.
The Ministry of Construction coordinates with the Ministry of Agriculture and Environment and localities to synthesize the required support fund for the price difference for houses from the National Target Program on Sustainable Poverty Reduction, which started construction in 2025, and send it to the Ministry of Ethnic Affairs and Religion by June 15, 2025.
The Prime Minister requested the Ministry of Finance to promptly report to the Government on the plan to use the central budget’s increased revenue in 2024 for reporting to competent authorities according to regulations. After the competent authority approves, promptly submit to the Prime Minister for a decision on allocating the budget to support housing policies for those with great contributions to the revolution and families of fallen soldiers.
During the waiting period for the competent authority’s approval of the plan to use the central budget’s increased revenue in 2024, the People’s Committees of provinces and centrally-run cities proactively use the locality’s temporarily idle financial resources to support the construction and repair of houses for those with great contributions to the revolution and families of fallen soldiers according to the Ministry of Finance’s guidance. In case of difficulties, the Ministry of Finance proposes solutions and reports to competent authorities according to regulations. Complete this task before June 25, 2025.
The Ministry of National Defense and the Ministry of Public Security continue to direct military and public security units stationed in localities to actively and drastically support more effectively in terms of labor and transportation of construction materials for households during the construction and repair process.
Focusing all efforts on the swift eradication of temporary and dilapidated houses
The Prime Minister requested the People’s Committees of provinces and centrally-run cities to organize the announcement of completing the target of eradicating temporary and dilapidated houses.
Focus all efforts on the swift and swifter implementation of the eradication of temporary and dilapidated houses in the locality. For houses that have been started, focus on urging and mobilizing forces to complete them as soon as possible; for the remaining houses that have not yet been started, start construction before June 20, 2025, to meet the progress as required before August 31, 2025. Apply local financial sources to immediately organize the implementation of supporting new construction and repair of houses for those with great contributions and families of fallen soldiers, ensuring not to exceed the number of houses and the locality’s approved financial amount sent to the Ministry of Construction for appraisal and synthesis to the Ministry of Finance.
Report the required financial support to match the support level of VND 60 million/newly built house and VND 30 million/repaired house for houses from the two National Target Programs that started construction in 2025, sending it to the Ministry of Construction, the Ministry of Agriculture and Environment, and the Ministry of Ethnic Affairs and Religion before June 13, 2025.
The Prime Minister assigned Deputy Prime Minister Nguyen Hoa Binh, Deputy Head of the Central Steering Committee, and Deputy Prime Minister Mai Van Chinh, according to their assigned tasks, to direct ministries, agencies, and localities to focus on implementing and resolving related tasks in the implementation of the eradication of temporary and dilapidated houses nationwide.
The Government Office, according to its functions and tasks, coordinates with the Ministry of Ethnic Affairs and Religion, the Ministry of Construction, the Ministry of Agriculture and Environment, and the Ministry of Finance to monitor and urge the implementation of this Official Dispatch, promptly reporting to the Prime Minister issues beyond their authority./.
