The New Icon of Ho Chi Minh City’s International Financial Center

The Saigon Marina IFC Tower is one of 80 landmark projects inaugurated to celebrate Vietnam’s 80th National Day, marking the beginning of Ho Chi Minh City’s ambition to become a world-class international financial hub. This 55-story tower, with 5 basement levels and a total floor area of over 106,000 m², includes approximately 86,000 m² of Grade A+ office space, ranking it among the top 3 tallest buildings in HCMC. Once fully operational, it will accommodate over 10,000 professionals in finance, technology, and related services.

Saigon Marina IFC inaugurated on August 19, 2025.

Saigon Marina IFC is aptly dubbed the “new icon of HCMC,” strategically located on the historic Ba Son land along the Saigon River in District 1. It directly connects the existing city center with the new urban area of Thu Thiem, adjacent to key arteries like Ton Duc Thang and Nguyen Huu Canh.

As a pioneer in Transit-Oriented Development (TOD), the tower is directly linked to the Ba Son station of Metro Line 1 (Ben Thanh – Suoi Tien). Residents can seamlessly transition from the basement to the tower’s lobby. This connectivity offers businesses at Saigon Marina IFC rapid access to established financial systems and convenient links to HCMC’s emerging urban centers.

Saigon Marina IFC is one of the few LEED Gold-certified towers in central HCMC.

Part of the Grand Marina, Saigon complex, Saigon Marina IFC is a premium “Urban Hub” in the heart of HCMC. This integrated development features offices, luxury apartments, a shopping center, riverside park, and high-end restaurants, creating an elite living and working environment. Businesses here enjoy immediate access to shopping, dining, entertainment, and green spaces, optimizing productivity for top-tier professionals.

Saigon Marina IFC is ideally situated next to Ba Son Bridge within Grand Marina, Saigon—the world’s largest Marriott & JW Marriott luxury real estate complex.

Elevating HCMC’s Global Financial Ambitions

The tower’s inauguration is a pivotal step toward establishing HCMC as a leading global financial center. The Vietnamese government aims to rank HCMC among the top 75 financial hubs by 2035 and the top 20 by 2045. To achieve this, the city requires a diverse financial ecosystem and a centralized hub for global institutions. Saigon Marina IFC fulfills this need by hosting multinational corporations, financial institutions, 5-star offices, conference centers, and consulates, fostering a dynamic economic ecosystem.

Recognizing the importance of both hard and soft infrastructure, Vietnam has introduced legal frameworks and incentives to attract financial and tech organizations. Resolution 222/2025/QH15 offers preferential policies, including a 10% corporate tax rate for 30 years, a 4-year tax exemption, and a 50% reduction for the subsequent 9 years for priority sectors like Fintech, digital finance, green technology, and carbon credits. Financial institutions also receive priority access to land, Grade A offices, and flexible 7-year credit packages.

Saigon Marina IFC is part of Saigon’s most prestigious financial hub.

A key initiative is Vietnam’s first Fintech sandbox, allowing startups to test innovative products in a protected legal environment. Additionally, HCMC promotes digital technology with seed funding for startups (VND 40–400 million per project) and 5-year tax exemptions for innovation activities. By 2028, HCMC aims to incubate 2,000 tech projects and become a strategic hub for AI, logistics, Fintech, and green technology.

These policies align with the global shift of financial institutions and tech giants toward Asia. With a population of nearly 100 million and a progressive digital economy, Vietnam is poised to become a regional capital hub, akin to Singapore, Dubai, or Hong Kong. Saigon Marina IFC positions HCMC as a premier destination for financial institutions, tech firms, investment funds, and multinationals, propelling its vision to become an international financial center.
