On September 26, 2025, the European Commission (EC) issued Implementing Decision EU 2025/1919, officially imposing anti-dumping duties on certain hot-rolled steel products (HRC) imported from Vietnam, Egypt, and Japan. Notably, Hoa Phat Group’s hot-rolled steel coils are exempt from these anti-dumping duties.

The current anti-dumping measures do not apply to Vietnamese exporter Hoa Phat Group, including Hoa Phat Dung Quat Steel Joint Stock Company, Hoa Phat Cold Rolled Steel Company Limited, Hoa Phat Sheet Company Limited, Hoa Phat Steel Pipe Company Limited – Hung Yen Branch, Hoa Phat Steel Pipe Company Limited – Binh Duong, and Hoa Phat Steel Pipe Company Limited – Da Nang.

The 0% duty rate allows Hoa Phat to maintain its competitive edge in the EU market. Downstream businesses using Hoa Phat’s HRC can confidently export to the EU without facing origin or pricing barriers.

On August 8, 2024, the European Commission (EC) initiated an anti-dumping investigation into hot-rolled steel products from Egypt, India, Japan, and Vietnam imported into the European Union (EU). The investigation period for dumping was from April 11, 2023, to March 31, 2024, and for injury, from January 1, 2021, to March 31, 2024.

On July 16, 2025, the EC issued the final decision in the anti-dumping investigation, exempting Hoa Phat’s hot-rolled steel coils from duties.

In business updates, Hoa Phat reached a milestone of 15 million tons of HRC production on September 20, 2025. The HRC1 plant at Hoa Phat Dung Quat 1 contributed over 13.5 million tons, while the HRC2 plant at Hoa Phat Dung Quat 2 added nearly 1.5 million tons.

Hoa Phat Group is Southeast Asia’s largest steel producer, ranking among the top 30 global steel enterprises. By 2026, its steel production capacity will reach 16 million tons annually, including 9 million tons of high-quality HRC, meeting domestic and international market demands.
