The development axis road project connecting the coastal economic zone with the Cau Gie – Ninh Binh Expressway was approved by the Prime Minister in Decision No. 335 on March 17, 2017. Subsequently, the Ninh Binh Provincial People’s Committee approved the project with a total investment of 5,326.5 billion VND, spanning a 46km route through multiple communes in Y Yen, Nghia Hung, and Hai Hau districts (formerly Nam Dinh).

The project includes 8 bridges, comprising 2 major bridges (the overpass at the starting intersection and the Dong Cao Bridge over the Dao River), 2 medium bridges (the Sat River Bridge and the Quan Lieu Bridge), and 4 smaller bridges. The road meets Grade II lowland standards in the main section (24m wide, 2 lanes for motor vehicles, and 1 lane for non-motorized vehicles on each side) and urban main road standards in the final section (road width ranging from 32.5m to 34.5m).
Alongside the development axis, the Day River Overpass project on the Ninh Binh – Hai Phong Expressway has a total investment of 1,450 billion VND, stretching 2km through Khanh Trung, Khanh Thien (formerly Ninh Binh), and Nghia Hung (formerly Nam Dinh).
The overpass features 4 lanes, a design speed of 100 km/h, a main bridge length of 1.36km with a cross-section of 19.5m, and a 0.64km approach road with a 19m wide foundation. It ensures a clear span of 85x15m for special-class waterway transportation and flood drainage for the Day River. The entire structure utilizes prestressed reinforced concrete box girders with multiple Super T spans, meeting high technical standards.
The project directly connects with the Bai Dinh – Kim Son route (Provincial Road 476), National Highway 37B, and Provincial Road 490 via new branch roads, establishing a vital inter-regional transportation axis between the Red River Delta and the Northern Coastal Region.

Speaking at the ceremony, Mr. Pham Quang Ngoc, Chairman of the Ninh Binh Provincial People’s Committee, emphasized that today’s inaugurated projects are strategic transportation infrastructure, fostering seamless connectivity between the North-South Expressway (CT.01) and the Ninh Binh – Hai Phong Expressway (CT.08). This integration enhances regional connectivity, alleviates existing traffic pressures, and expands development opportunities.
“This initiative will significantly drive economic and social development, attract investment, particularly for the Ninh Co Economic Zone and the province’s coastal areas. It also plays a pivotal role in realizing Ninh Binh’s vision to become a centrally governed city by 2030,” Mr. Ngoc highlighted.
The Chairman also directed relevant departments, agencies, and localities to promptly complete handover, acceptance, and management procedures for the projects. He urged enhanced maintenance to ensure safety, uninterrupted operation, and maximum investment efficiency. Additionally, he called upon the community to collectively preserve and protect these projects for long-term, sustainable value.
