
A prolonged dispute between the developer and distributor has left nearly 1,000 landowners in three urban projects—7B Expanded, Hera Complex Riverside, and Bach Dat—struggling to claim their rights for years. This is the largest land dispute in Central Vietnam to date. After extensive efforts, significant infrastructure improvements have been observed across these projects.

According to the Land Fund Development Center, Branch 6 (Da Nang City), the 7B Expanded Urban Area has achieved 98% land clearance, Hera Complex Riverside 95%, and Bach Dat Urban Area 85%.



Infrastructure development, including land leveling, road construction, and sidewalk installation, has been completed according to the plot divisions.

The dispute, originating in 2017, halted project progress, entangled in legal battles, and prevented landowners from obtaining land titles. Despite multiple dialogues initiated by the former Quang Nam authorities, the issue remained unresolved, leading all parties to court. However, enforcement of court decisions faced numerous challenges.

The former Quang Nam Provincial People’s Committee repeatedly directed efforts to resolve issues, including facilitating tax compliance for developers, extending project deadlines, and establishing escrow accounts for land clearance payments and phased project implementation.

Following the merger of Quang Nam and Da Nang, the Da Nang People’s Committee established a specialized task force to accelerate project progress, including those of Bach Dat An Corporation. The task force is led by Vice Chairman Tran Nam Hung.

Recently, the Da Nang task force inspected these three projects. City leaders mandated that developers and related parties take decisive measures to ensure project timelines and protect the legal rights of landowners. The goal is to complete land clearance by December 2025.

Da Nang leaders emphasized the need for developers to ensure financial capability for infrastructure investment, compensation to landowners, and land use fee payments. They also pledged to facilitate land title issuance upon completion of financial obligations.
