On September 28, the Hanoi Transportation Construction Investment Project Management Board held the bidding opening for Package 27/XL of the Thuong Cat Bridge and its approach roads project. This crucial package, with an estimated value of over VND 5.93 trillion, marks a significant milestone in the city’s infrastructure development.
According to the bidding minutes, the consortium led by North-Central-South Infrastructure Construction Joint Stock Company was the sole participant, submitting a bid of VND 5.92 trillion.
This package is being procured through a domestic open e-bidding process. The scope of work includes detailed engineering design, BIM modeling for construction, installation of construction signage, execution of all construction items, and ensuring traffic safety throughout the project duration. The contract is set to be completed within 26 months.

Earlier, the Hanoi People’s Committee approved a list of construction projects and investment initiatives scheduled to commence on the occasion of the 71st anniversary of the Capital Liberation Day (October 10, 1954 – October 10, 2025). Among the 8 projects set to break ground, the Thuong Cat Bridge and its approach roads project stands out prominently.
The Thuong Cat Bridge and its approach roads project, with a total investment of nearly VND 8.3 trillion funded by the city’s budget, received investment approval from the Hanoi People’s Council in March 2023. The project is managed by the Hanoi Transportation Construction Investment Project Management Board.
Thuong Cat Bridge is a special-class structure, while its approach roads serve as major urban arteries. The project spans approximately 5.2 km, starting at the intersection with Ky Vu Road in Thuong Cat Ward (former Bac Tu Liem District) and ending at the intersection with Road 23B in Dai Mach Commune (former Dong Anh District).
The typical cross-section of Thuong Cat Bridge ranges from 31 to 53 meters in width, accommodating 6 motor vehicle lanes and 2 lanes for non-motorized vehicles. The southern approach road is 60 meters wide, featuring a 6-lane bridge approach, 2 mixed-use lanes, along with median strips, safety barriers, and sidewalks. The northern approach road, 50 meters wide, includes 4 motor vehicle lanes and 2 mixed-use lanes.

On January 25, 2024, the Hanoi People’s Committee hosted a ceremony to announce and award the architectural design competition for Thuong Cat Bridge. The jury awarded first prize to design TC-03, submitted by the consortium of Transport Engineering Design Corporation (TEDI) and Lap Phuong Architecture Joint Stock Company.
The winning design, named “Peaceful Wings,” features a main bridge with four cable-stayed spans and gently curved piers resembling the wings of a soaring bird.
Inspired by the proverb “Good land attracts birds,” the design seamlessly integrates into the rich ecosystem of the Red River while symbolizing global harmony.
Hanoi strives to become a friendly, hospitable, and peaceful city. The imagery of peaceful wings guiding vehicles across the bridge embodies Hanoi’s long-term development vision.
The Thuong Cat Bridge project will enhance the continuity of Ring Road 3.5 investments, alleviate traffic on Road 70 and Ring Road 3, and establish critical infrastructure corridors in the capital.
