Prime Minister Urges Progress on $8.4 Billion Railway Line Connecting to China

On September 29th, Prime Minister Pham Minh Chinh chaired a meeting of the Government's Standing Committee to receive a report on the outcomes of the first session of the Vietnam-China Railway Cooperation Joint Committee.

According to the National Assembly’s Resolution, the Lao Cai – Hanoi – Hai Phong railway project spans approximately 419 km with a total investment of 203.231 trillion VND, equivalent to 8.37 billion USD. Construction is set to commence in 2025, with completion targeted by 2030.

The Prime Minister has directed the groundbreaking of several components of the Lao Cai – Hanoi – Hai Phong railway project on December 19th.

Concluding the meeting, Prime Minister Pham Minh Chinh commended the efforts of ministries and agencies in executing their assigned tasks. An inter-ministerial delegation participated in the First Session of the Joint Committee on Vietnam-China Railway Cooperation, held in Beijing, China.

The Prime Minister urged relevant agencies to continue implementing high-level agreements and outcomes from the Joint Committee’s first session. The focus is on high determination, significant effort, decisive action, and ensuring each task is completed thoroughly and comprehensively.

The Prime Minister emphasized self-reliance, proactiveness, and immediate action on feasible tasks. He urged continued close coordination with China, persistent dialogue to achieve goals, and inter-ministerial collaboration. Any challenges beyond authority should be promptly reported.

The Prime Minister tasked the Ministry of Science and Technology and the Ministry of Construction with urgently finalizing and announcing standards for high-speed rail and the Lao Cai – Hanoi – Hai Phong railway by October 2025, adhering to legal and international procedures.

The Ministry of Education and Training, alongside relevant agencies, is to initiate workforce training cooperation immediately.

The Ministry of Foreign Affairs is to facilitate high-level engagements to support connectivity projects with China.

The Ministry of Finance is to lead efforts in securing funding, prioritizing domestic resources and exploring optimal loan options. They are to engage with the Asian Infrastructure Investment Bank and report specific plans to the Government Office by October.

The Prime Minister called for strengthening the Ministry of Construction’s project management units and urged the Lao Cai – Hanoi – Hai Phong Railway Project Management Board to accelerate implementation, adopting a learning-by-doing approach and maximizing autonomy.

The Prime Minister directed the Ministry of Construction and related agencies to develop a comprehensive plan for critical timelines, land clearance, and sub-projects.

For Component 1 (domestic-funded infrastructure connecting stations and station plazas), the Prime Minister mandated feasibility study approval by October 2025, technical design completion by November 6th, contractor and consultant selection by December 5th, and land clearance and demining by December 19th.

For Component 2 (domestic and loaned funding for railway construction), the Prime Minister required the feasibility study to be completed by June 2026.

Regarding the standard gauge rail connection agreement, the Prime Minister instructed technical and documentation alignment by September 2025.
