Recently, the leadership of Ho Chi Minh City People’s Committee hosted a reception for Mr. Lai Chi Hong, Deputy Mayor of Guangzhou City, Guangdong Province, China, during his visit and working session in Ho Chi Minh City.
It is understood that the exchange and cooperation between the two cities have continued to strengthen and elevate over time. Leaders from both cities have agreed to enhance practical collaboration across multiple sectors, particularly in urban rail transit, a key strength of Guangzhou City.
Guangzhou stands as a leading high-tech industrial hub in China, home to over 11,000 enterprises, with high-tech industries contributing up to 50% of China’s total industrial output.
Currently, Guangzhou Metro and the Ho Chi Minh City Urban Railway Management Board (MAUR) are actively implementing cooperation initiatives under the signed Memorandum of Understanding (MOU), yielding tangible results.
This has been identified as a focal area of cooperation between the two parties, especially as Ho Chi Minh City seeks to develop a modern, synchronized transportation infrastructure network, aiming to complete the plan for 7 metro lines totaling 355km within the next decade.
The Deputy Mayor of Guangzhou City affirmed that Guangzhou is ready to share expertise and support Ho Chi Minh City in developing urban rail transit, green city construction, high-tech industries, logistics technology, and more.

During the meeting, Ho Chi Minh City’s leadership proposed cooperation with Guangzhou in key areas to enhance innovation capacity and deeper integration into the global value chain.
Ho Chi Minh City aims to collaborate with Guangzhou in developing logistics chains and seaport systems, leveraging its strategic position as the gateway to the Mekong sub-region and Guangzhou’s role as a critical maritime hub in the global supply chain, integral to the Guangdong-Hong Kong-Macao Greater Bay Area development strategy.
The leadership of Ho Chi Minh City pledged to facilitate investments from capable Guangzhou enterprises, particularly in high-tech industries, logistics technology, healthcare, and smart urban development, where Guangzhou excels and Ho Chi Minh City has significant demand.

The only metro line currently operational in Ho Chi Minh City.
Under the metro plan, Ho Chi Minh City proposes investing in 7 metro lines spanning approximately 355km, to be completed by 2035, with an investment of around USD 40.21 billion. By 2045, an additional 155km will be completed, extending the total network to approximately 510km. Thus, the entire 510km network is expected to be finalized by 2045, ahead of the 2060 target.
Following the merger with Binh Duong and Ba Ria – Vung Tau, the new Ho Chi Minh City urban railway network will span approximately 1,012km. This includes 12 lines (582km) from pre-merger Ho Chi Minh City, 12 lines (305km) from Binh Duong, and 3 lines (125km) from Ba Ria – Vung Tau.
Nine metro lines and the Thu Thiem – Long Thanh railway have been prioritized for investment in the post-merger Ho Chi Minh City area, utilizing special mechanisms to expedite implementation.
According to the city’s objectives, Metro Line 2, the Ben Thanh – Tham Luong segment spanning 11km, is set to be the first project to break ground later this year.
For other projects, Ho Chi Minh City aims to complete compensation, support, and resettlement by 2027, commence construction between 2027 and 2028, and achieve completion by 2035.
