Officially No Paper Filing From October 1st: How Citizens Can Complete Administrative Procedures

Starting October 1st, all Administrative Service Centers nationwide will officially cease accepting paper applications for 25 essential public services. This directive was clearly outlined by Prime Minister Pham Minh Chinh in Directive No. 24/CT-TTg, which aims to accelerate the implementation of technological solutions to better serve citizens and businesses, leveraging citizen data, digital identification, and electronic authentication.

The directive emphasizes the deployment of utilities on the VNeID application to facilitate 25 fully online public services.

As directed by the Government, 25 critical public services directly impacting daily life have been categorized for full online processing, including:

1. Confirmation of issued ID card numbers and replacement of citizen ID cards.

2. Reissuance and replacement of citizen ID cards.

3. Permanent residence registration.

4. Temporary residence registration.

5. Declaration of temporary absence.

6. Notification of stay.

7. Registration and issuance of license plates for motorcycles and scooters.

8. Payment of fines for administrative violations in road traffic via recording devices (cold fines).

9. Birth registration.

10. Death registration.

11. Marriage registration.

12. Issuance, reissuance, amendment, and supplementation of ordinary passports.

13. Procedures for creating new seals and issuing certificates of seal sample registration.

14. Procedures for creating miniature, embossed, and wax seals and issuing certificates of seal sample registration.

15. Integrated registration of birth – Permanent residence registration – Issuance of health insurance cards for children under 6 years old.

16. Integrated registration of death – Removal of permanent residence registration – Funeral allowance.

17. Integration of information on deductions in health insurance card renewals for households.

18. Initial tax registration and changes in tax registration information for households and individuals.

19. Registration of changes in land use rights and ownership of property attached to land due to changes in information of the certificate holder (name change or legal documents, personal documents, address).

20. Replacement and reissuance of driver’s licenses.

21. Registration for the National High School Graduation Exam and university/college entrance exams.

22. Issuance of criminal record certificates.

23. Processing of unemployment benefits.

24. New electricity connection from low-voltage grids (220/380V).

25. Change of contract subject for electricity purchase agreements.

Guide for Citizens to Complete Administrative Procedures from Home

Step 1: Visit the National Public Service Portal at https://dichvucong.gov.vn;

Step 2: Log in using your VNeID digital identity account;

Step 3: On the homepage, enter the keyword for the procedure you need in the search bar. The system will display a list of related procedures; select the one you wish to complete;

Step 4: The screen will display information about the procedure, fees, and required documents. Review this information to prepare accordingly;

Step 5: Select the implementing agency. Fill in all required information, attach the necessary documents, and pay any fees;

Step 6: Double-check all information. Then, select “Submit Application.” The system will notify you of successful submission. At this point, you can review the submitted application, update any errors, and track the processing status.

Completing administrative procedures online will save citizens time and travel costs, offering convenience anytime, anywhere, and easy tracking of application status.
