On the morning of June 13, 2025, at the June Provincial People’s Committee meeting, Chairman of the Provincial People’s Committee, Do Minh Tuan, chaired a discussion on the plan to organize traffic flow and shorten the processing time of dossiers and administrative procedures through a priority “green lane” mechanism. The meeting was attended by the Vice Chairmen of the Provincial People’s Committee, members of the Provincial People’s Committee, and representatives of relevant units.
According to the presented plan, the goal is to expedite the processing of administrative documents to contribute effectively to the tasks of supporting businesses, promoting investment, consumption, exports, and innovation. This is one of the key solutions for Thanh Hoa province to aim for a GRDP growth rate of 11% or higher in 2025.
The “green lane” mechanism will be applied to four groups of administrative procedures, consisting of 49 specific dossiers. Specifically, the group of business-related procedures has 19 procedures; the group of construction and real estate business procedures includes 12 procedures; the group of land and forestry procedures has 14 procedures; and the group related to employment has four procedures.
The proposed traffic separation plan requires a focus on receiving and resolving dossiers through an abbreviated procedure, ensuring no backlog, overdue cases, or delays. This mechanism aims to create a more favorable environment for investment and business production, contributing to enhancing the province’s competitiveness.

To implement the priority mechanism, the plan emphasizes the principle of thoroughly decentralizing and authorizing specialized agencies, minimizing intermediary steps, and shortening the processing procedure. The selected sectors are those that directly impact economic development and significantly contribute to growth.
Specific requirements include a minimum reduction of 30% in administrative procedure processing time by relevant units. During the handling process, the receiving unit can only return the dossier once and must provide clear and detailed guidance to organizations and individuals for completing the procedure.
Sectors such as Home Affairs, Construction, Agriculture, and Environment are required to thoroughly review and proactively propose time-saving measures, ensuring feasibility and effectiveness when applying the mechanism. The plan also notes that no additional procedures should be created, and administrative burdens on citizens and businesses should not be increased.
As soon as the official plan is issued, the relevant departments will develop internal regulations for implementation, clearly assigning responsibilities to individuals and units, adhering to the principles of clarity in people, work, and effectiveness. This forms the basis for uniform implementation throughout the system, aiming for a transparent and serving administration.
