On June 14th, the Thanh Hoa Provincial Police provided information stating that the Provincial Police Investigation Agency had issued and served prosecution decisions to four defendants, including former Vice Chairman of the Provincial People’s Committee of Thanh Hoa, Nguyen Duc Quyen (65 years old).
The prosecution decisions were issued and served, and the residence search was carried out by the Thanh Hoa Provincial Police Investigation Agency on June 13th.
In addition to Mr. Nguyen Duc Quyen, three other defendants were prosecuted and subject to the restriction of residence: former deputy director of the Department of Natural Resources and Environment of Thanh Hoa province (now the Department of Agriculture and Environment) Hoang Van The, and two former officials of the Land Management Division under the Department of Natural Resources and Environment of Thanh Hoa province.
The defendants are being investigated for land management violations in the New Urban Area project in the south of Thanh Hoa City (lot C4, C5, belonging to Dong Ve Ward, Thanh Hoa City) invested by FLC Group Joint Stock Company.

Previously, Tien Phong Newspaper reported that the Thanh Hoa Provincial Inspectorate had concluded its inspection and recommended that the Chairman of the Provincial People’s Committee direct the police to investigate signs of criminal offenses by organizations and individuals who advised on the allocation of over 11,000 square meters of land to the investor (FLC Group Joint Stock Company) without auctioning the land use rights. The Thanh Hoa Provincial Inspectorate also recommended that the Provincial Committee inspect for legal violations by organizations and individuals during the project implementation.
The FLC Thanh Hoa Eco-Green Urban Area project is one of seven real estate projects in Thanh Hoa province invested by FLC Group Joint Stock Company, for which the Ministry of Public Security’s Investigation Agency requested cooperation in providing project documents in July 2022.
