
Observations from Tien Phong’s reporters around Hoan Kiem Lake (Hoan Kiem District, Hanoi) reveal multiple overflowed drainage systems surrounding the lake.

According to a representative from Hanoi Drainage One Member LLC, the excessive rainfall overwhelmed Hoan Kiem Lake’s capacity to regulate water levels. Drainage can only resume once external water levels recede.

Despite continuous efforts by drainage workers at the lake’s outlets, heavy rainfall caused localized flooding in several areas.

Hanoi Construction Department mobilized workers, equipment, and all main pumping stations. Drainage workers are on 24/7 duty at critical points, operating pumps, clearing debris, opening drains, and addressing fallen trees.

In the Old Quarter, streets such as Dinh Liet, Ta Hien, and Phung Hung experienced severe flooding.

Explaining the severe flooding in the Old Quarter, drainage expert Do Duy Manh noted that the area floods even with short periods of rain, not just during heavy storms like today.

According to Mr. Manh, the Old Quarter’s drainage system can only handle 310 mm of rain over two days. Current rainfall has far exceeded this capacity.

Another critical issue is the aging drainage system, built in 1954, which no longer functions effectively.

Additionally, many restaurants in the area often discharge grease into the drainage system, causing blockages.

The National Center for Hydro-Meteorological Forecasting warns that on the afternoon and evening of September 30, Hanoi and the Northern Delta will experience heavy to very heavy rain, with some areas receiving over 50 mm in a few hours. Localized flooding in low-lying areas is highly likely, along with risks of thunderstorms, whirlwinds, and lightning.

Heavy rainfall throughout the night of September 29-30, caused by the circulation of Typhoon Bualoi, led to severe flooding in several areas within the Geleximco Le Trong Tan and Nam An Khanh districts. Residents struggled to wade through deep waters, pushing their vehicles and using metal sheets to block floodwaters from entering homes and underground parking areas.
