Unlocking Affordable Housing: Ministry of Construction Deploys 5 Inspection Teams to Tackle Social Housing Challenges

The Ministry of Construction has established five working groups to inspect and address challenges hindering the development of social housing across multiple localities, with a mandate to report findings to the Prime Minister by October 5th.

Following the Prime Minister’s directive, the Ministry of Construction has been tasked with establishing five working groups to inspect and address challenges in social housing development across various localities. These groups will focus on areas that have not met the 2025 social housing completion criteria. The ministry will collaborate with relevant agencies and experts to assess the situation, propose solutions, and report back to the Prime Minister by October 5th.

In response, Minister of Construction Tran Hong Minh has appointed five working groups, each assigned to specific regions. These groups will engage with local authorities to identify and resolve issues within the ministry’s jurisdiction regarding social housing development and management. They will also monitor progress toward the social housing targets set by the Prime Minister. The inspections will take place from September 29th to October 3rd.

The Department of Housing and Real Estate Market Management is coordinating the working groups’ schedules. Group 1, led by Deputy Minister Nguyen Van Sinh, will inspect Hanoi, Haiphong, Hung Yen, Ninh Binh, and Bac Ninh. Group 2, headed by Deputy Minister Pham Minh Ha, will visit Vinh Long and Dong Thap. Deputy Minister Nguyen Tuong Van will lead Group 3 in Thanh Hoa, Ha Tinh, and Quang Tri. Group 4, under the direction of Director of the Department of Housing and Real Estate Market Management Tong Thi Hanh, will inspect Tay Ninh and Lam Dong. Lastly, Deputy Minister Nguyen Viet Hung will lead Group 5 in Khanh Hoa, Quang Ngai, Dak Lak, and Gia Lai.

The Department of Housing and Real Estate Market Management has also requested that local Departments of Construction submit reports on social housing development. These reports should detail the implementation of tasks outlined in Resolution No. 201/2025/QH15, which includes pilot mechanisms and policies for social housing development, and the Housing Law.

Specific data to be included covers: eligibility for social housing support for individuals owning homes far from their workplaces; local mechanisms for social housing investment projects; and progress on the 2021-2030 plan to build one million social housing units for low-income earners and industrial park workers.

Regarding the latter, the Ministry of Construction requires localities to report on provincial leadership’s directives and management of social housing development. This includes the issuance of regulations related to social housing management and development before and after administrative unit reorganizations, as well as the integration of social housing targets into the 2025-2030 Party Congress resolutions and local socio-economic development indicators.

Localities are also expected to address challenges within their jurisdiction related to social housing management and development. This involves streamlining administrative procedures for social housing investment and construction, resolving issues with social housing projects and commercial housing projects that include social housing components, and documenting the number of projects where obstacles have been removed.

In terms of social housing development, the Ministry of Construction requests that localities summarize their achievements in planning and allocating land for social housing. This includes adherence to the regulation that 20% of land in housing and urban development projects be designated for social housing. The 2025 social housing development report should detail the number of completed and sale-ready projects and units, ongoing projects, projects with approved investors, and publicly announced social housing projects and land allocations, as per Resolution No. 201/2025/QH15.

Additionally, localities should compile a list of challenges and policy improvement suggestions for competent authorities to consider.
