On October 1st, Deputy Minister of Construction Pham Minh Ha held a meeting with the People’s Committees of Vinh Long and Dong Thap provinces to discuss the development of social housing in these two provinces.

According to the Department of Construction of Vinh Long, the province has implemented 10 social housing projects to date, completing nearly 1,200 units, with 9 projects currently under construction. Over 1,300 units are eligible for sale. The province is also inviting investment for 4 additional projects, totaling more than 1,600 units. The government has set a target for Vinh Long to build 38,500 social housing units by 2030.
Following the provincial merger, the Department of Construction of Vinh Long is reassessing the demand for social housing to ensure alignment with actual needs, avoiding oversupply or shortages in certain areas.
In Dong Thap province, the Department of Construction reports that 9 social housing projects are underway, with a total of nearly 4,600 units. The province is also seeking investment for 5 projects, comprising approximately 2,300 units. As of September 2025, over 560 units are eligible for sale or rent.
The Department of Construction of Dong Thap notes that the progress of social housing projects in the area has been slow. Despite repeated commitments from investors, financial constraints and limited access to preferential capital have hindered faster development.

The People’s Committee of Vinh Long province has proposed that the government expedite the establishment of a Housing Fund at all levels. This fund would provide additional resources to help localities secure cleared land, support investment, and fulfill social housing development objectives.
Based on the post-merger review, the People’s Committee of Vinh Long has also suggested that the Ministry of Construction submit a proposal to the Prime Minister to adjust the social housing development target for Vinh Long by 2030, reducing it by 15,000 units (from 38,500 to 23,500 units).
Dong Thap province highlights that social housing development funding primarily comes from private enterprises, with limited state budget investment. Additionally, commercial housing projects face challenges in land compensation and clearance, significantly impacting the progress of social housing projects derived from the 20% land fund allocated within commercial housing developments.
Deputy Minister of Construction Pham Minh Ha urged local authorities to thoroughly review the demand for social housing in their areas, compile challenges and obstacles, and propose recommendations for institutional and policy improvements. He emphasized that provinces should clearly identify projects that are misaligned with local needs and areas of difficulty, submitting these proposals to the Ministry for consolidation and reporting to higher authorities.
Mr. Ha pointed out that while major cities like Hanoi and Ho Chi Minh City face high demand, with projects selling out before completion, the situation in the Mekong Delta provinces is different, with lower demand. Localities must therefore clarify which projects are unsuitable or misaligned with local needs to facilitate effective policy adjustments.
