Proposed site for the Khoái Châu Urban Complex, Eco-Tourism, and Golf Course project.
On the afternoon of September 30th, Mr. Nguyễn Khắc Thận, Deputy Secretary of the Provincial Party Committee and Chairman of the Hưng Yên Provincial People’s Committee, chaired a meeting to review the land clearance progress for the Khoái Châu Urban Complex, Eco-Tourism, and Golf Course project.
This ambitious project spans 888.52 hectares with a total investment of $1.5 billion. It is a strategic collaboration between the Trump Organization (USA) and Kinh Bắc Corporation, aiming to introduce Vietnam’s first Trump-branded golf resort, luxury villas, and eco-tourism complex.
The project is slated for a 50-year operational period, with construction expected to commence in Q2 2025 and conclude in Q2 2029. Phase 1 involves reclaiming 568.5 hectares, including 486.5 hectares in Châu Ninh commune and 82 hectares in Khoái Châu commune.
Despite strong provincial directives, land clearance progress has fallen short of expectations. The Provincial People’s Committee has urged local authorities and the investor to accelerate land acquisition efforts. Relevant departments have been instructed to provide timely guidance and resolve any obstacles encountered by local communities.

Mr. Nguyễn Khắc Thận, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, addressing the meeting.
During the meeting, Chairman Nguyễn Khắc Thận emphasized the project’s significance for Hưng Yên’s socio-economic development and international relations. He urged all levels of government, departments, and localities to prioritize this project, demonstrate strong commitment, and closely coordinate efforts while adhering to provincial directives.
Chairman Thận assigned specific tasks: the Provincial Land Development Center must complete land reclamation notices by October 6th; finalize compensation plans for public land and surveyed land by October 8th; and approve agricultural land compensation plans within October. Subsequent steps for other land types must follow regulatory procedures.
The Project Management Unit No. 1 and the Provincial Land Development Center are tasked with land clearance, strictly addressing policy exploitation. They must mobilize maximum resources, collaborate with local authorities, and be held accountable to the Provincial People’s Committee for any delays.
