The meeting was attended by representatives from ministries and sectors that are members of the Steering Committee. Leaders from Hanoi, Phu Tho, Ninh Binh, Quang Tri, Da Nang, Can Tho, and Dong Nai participated online.
According to the Ministry of Industry and Trade, since the beginning of the year, the energy sector has completed and commissioned four projects: the 500 kV Monsoon-Thach My transmission line, the 220 kV Huoi Quang-Nghia Lo transmission line, the 500 kV Vinh Yen substation and its connecting line, and the project to supply electricity from the national grid to Con Dao.
The energy sector has also successfully synchronized and prepared for commercial operation of Nhon Trach 3 and Nhon Trach 4 thermal power plants in 2025; generated electricity from Unit 1 of the expanded Hoa Binh Hydropower Plant; conducted the first oil firing at Quang Trach 1 Thermal Power Plant; and commenced construction of the expanded Tri An Hydropower Plant.
Several projects facing prolonged challenges, such as Long Phu 1 and O Mon IV thermal power plants, have resumed implementation.
During the meeting, local leaders pledged to the Deputy Prime Minister to complete land clearance and handover for electricity projects by November 2025.

Concluding the meeting, Deputy Prime Minister Bui Thanh Son stressed that to achieve a growth rate exceeding 8% in 2025 and double-digit growth thereafter, the electricity sector must grow at a rate 1.5 times higher than GDP growth, equivalent to 8,000 MW annually.
He highlighted the critical need to meet the demand for high-tech projects, semiconductor chip production, digital transformation, and the construction of national data centers.
Since the establishment of the Steering Committee, 12 out of 58 monitored projects have been completed, with significant progress in key and urgent projects.
However, some tasks remain delayed, including land clearance for grid projects supporting Nhon Trach 3, Nhon Trach 4, and the expanded Tri An Hydropower Plant. Investor selection for liquefied natural gas (LNG) power projects has also been slow.
The Deputy Prime Minister directed ministries, sectors, and localities to proactively resolve challenges within their authority to accelerate project progress and prevent delays.
Relevant bodies must review and develop plans to implement Resolution No. 70-NQ/TW dated August 20, 2025, issued by the Politburo, on ensuring national energy security by 2030, with a vision to 2045.
People’s Committees of provinces and centrally-governed cities must collaborate with the Ministry of Industry and Trade and the Ministry of Finance to expedite investor selection for pending projects, ensuring completion by Q4/2025.
For projects with investors, provincial authorities must require detailed implementation plans with clear timelines, reporting to the Ministry of Industry and Trade for monitoring and supervision.
Localities should strengthen their land clearance teams with capable and experienced personnel to ensure uninterrupted work under the two-tier local government model. Task forces may be established to resolve land clearance issues, particularly in Dong Nai.

Investor selection for pending power projects, such as those in Nghi Son, Ca Na, and Quynh Lap, must be completed by Q4/2025.
The Ministry of Industry and Trade must finalize and submit to the Prime Minister the reorganization of the Steering Committee and its operating regulations by October 2025. It must also update Power Master Plan VIII with critical national and energy sector projects, especially those supplying power to the North from 2026 to 2030.
The Deputy Prime Minister instructed the Ministry to consolidate and address feedback from Government members to finalize the Action Program for Resolution No. 70-NQ/TW, adhering to the “6 Clears” principle directed by the Prime Minister. This aims to promptly institutionalize the Politburo’s guidance on national energy security.
Mechanisms must be developed to penalize investors who delay or fail to implement energy projects, jeopardizing national energy security.
Vietnam Electricity (EVN) and the National Oil and Gas Group (PVN) must aggressively implement projects with specific timelines, ensuring labor safety, technical standards, and project quality throughout execution.
Regarding the Blue Whale gas field development, a task force will be established to finalize implementation plans with ExxonMobil by October 2025.
