Da Nang police have arrested and detained Phan Thi Thu Ha, a loan shark who charged interest rates of up to 547% per annum, profiting over 2 billion VND through transactions conducted on Telegram.

The Investigative Police Agency of Da Nang City has issued an arrest warrant for Phan Thi Thu Ha (born in 1976, residing in Hai Chau Ward, Da Nang City) on charges of “Usurious Lending in Civil Transactions.”

According to the investigation, from October 2023 to December 2023, Ha repeatedly lent money to a businessman. Notably, she employed deceitful tactics by creating a fictitious character named “Mrs. M” to conceal her true identity, while in reality, she was the one directly lending the money and profiting unlawfully.

Across four loans, Ha imposed exorbitant interest rates ranging from 146% to 547.5% per annum, far exceeding legal limits, and profited over 2 billion VND. All transactions were conducted via the Telegram app, highlighting the sophistication of her criminal scheme.

The case is currently under investigation by the Investigative Police Agency of Da Nang City, and legal proceedings are underway.
