Hưng Yên Province Accelerates $1.5 Billion Mega-Project by Kinh Bắc and Trump Organization

On the afternoon of September 30th, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, chaired a meeting to review the land clearance progress for the Khoai Chau Urban, Eco-Tourism, and Golf Complex project (Trump International Hung Yen project).

The project spans a total planned area of 888.5 hectares across three communes: Chau Ninh (673 hectares), Khoai Chau (208 hectares), and Chi Minh (7.31 hectares).

The project is divided into four sub-zones: an eco-residential area integrated with a premium golf course, an eco-residential area paired with an eco-golf course, a commercial urban services zone, and a themed park and green space area.

With a total investment of over $1.5 billion, the project is led by Hung Yen Investment and Development Group Joint Stock Company. As part of a strategic partnership between Trump Organization and Hung Yen Company—a subsidiary of Kinh Bac Urban Development Corporation—this marks the first Trump-branded project in Vietnam.

During the meeting, it was noted that land clearance progress remains slower than planned, falling short of expectations.

Leaders from relevant departments, agencies, and localities engaged in discussions to address challenges and bottlenecks in project implementation. They also proposed solutions to accelerate land clearance and overall project progress.

To expedite the project, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee urged all involved departments, agencies, and localities to enhance their understanding of the project’s significance. This includes upholding responsibilities, adhering to laws and regulations, and following provincial leadership directives during implementation.

He directed the Provincial Land Development Center to complete land reclamation notices by October 6th. For public land and surveyed areas, compensation plans must be finalized by October 8th. Agricultural land compensation plans should be approved within October. All other land types must follow prescribed procedures promptly.

Communes hosting the project, along with provincial media outlets, are tasked with raising public awareness about the project’s importance and associated policies to ensure widespread community support.

The Project Management Unit No. 1 and the Provincial Land Development Center are responsible for land clearance, identifying and addressing exploitation of state policies, and deploying maximum personnel to meet deadlines. They are accountable to the Provincial People’s Committee for any delays.

The Department of Agriculture and Environment will assign specialists to collaborate with the Project Management Unit No. 1, the Provincial Land Development Center, and local communes to resolve issues, reporting progress regularly to provincial leadership.

The Provincial Police will assess the project’s current status, monitor local conditions, and address policy exploitation or resistance to project implementation.

The investor must closely coordinate with provincial entities during land clearance, prepare resources, and ensure readiness for construction to meet project timelines.
