Clarifying the Legal Basis for Land Reclamation from 32 Households to Expand Provincial Headquarters in Khanh Hoa

The Chairman of the Khanh Hoa Provincial People's Committee has demanded a thorough examination of the legal basis for the land reclamation affecting 32 households, as part of the headquarters expansion project.

Following a report by the newspaper “Người Lao Động” titled “A Project Requiring Thorough Consideration in Khánh Hòa,” the People’s Committee of Khánh Hòa Province issued a directive addressing the matter. The article highlighted a petition from 32 households residing on Nguyễn Bỉnh Khiêm Street, Nha Trang Ward, Khánh Hòa Province, expressing concerns about potential impacts on their rights due to the expansion of the Provincial Party Committee – National Assembly Delegation – People’s Council – People’s Committee headquarters (located at 1 Trần Phú, Nha Trang Ward).

In response, the People’s Committee of Khánh Hòa Province received Official Dispatch No. 3867/SNNMT-CCQLĐĐ dated September 17, 2025, from the Department of Agriculture and Environment. The dispatch outlined the policy for compensation and land clearance for the aforementioned 32 households.

After review, Mr. Nguyễn Khắc Toàn, Chairman of the People’s Committee of Khánh Hòa Province, instructed the Department of Agriculture and Environment to collaborate with the Department of Justice, Department of Construction, Department of Finance, People’s Committee of Nha Trang Ward, and relevant agencies. Their task is to clarify the legal basis for land clearance and recovery affecting the 32 households.

If there is a legal basis confirming the land recovery is in compliance with the law, a detailed report outlining the procedures and implementation steps must be submitted.

The report must include a clear resettlement plan for the affected households, ensuring that their new living conditions are equal to or better than their current residences.

In the absence of a legal basis for land clearance, alternative plans for renovation and beautification should be explored to ensure security, safety, and the rights of residents in the area.

The People’s Committee emphasized that all relevant agencies must expedite their work and submit a report by October 10, 2025.
