Hanoi Exposes Multiple Projects Hoarding Dozens of Hectares of Unused Land

The Hanoi Department of Agriculture and Rural Development has recently released a list of investment projects found to be in severe violation of land laws. These violations include projects that have failed to utilize land within 12 consecutive months or have delayed land use by up to 24 months beyond the initial schedule.

The Hanoi Department of Agriculture and Environment’s announcement underscores the city’s commitment to addressing land resource wastage. Despite most violating projects receiving extensions of up to 24 months, the department has published a detailed list of large-scale violators, including organization names, violation locations, severity, and handling outcomes.

According to Table 1, common violations involve state-allocated or leased land remaining unused for 12 consecutive months or falling 24 months behind the project timeline from the date of land handover.

Among the 17 violators, several organizations stand out for their substantial land misuse, including:

ICT International Construction and Trading JSC in Tay Ho Ward misused 186,000 m² from 2023 to 2025. The department recommended a 24-month extension due to force majeure, resulting in Decision No. 3538/QĐ-UBND issued on June 30, 2025.

Cuu Long Production and Import-Export JSC misused 32,560 m² in Xuan Phuong Ward during 2021, 2023, and 2025. A similar 24-month extension was granted via Decision No. 3775/QĐ-UBND on July 14, 2025.

FLC Group JSC misused 21,655 m² in Dai Mo Ward in 2024. A 24-month extension was approved under Decision No. 6676/QĐ-UBND on December 27, 2024.

Binh Tien Consumer Goods Production LLC misused 12,504.20 m² in Yen Nghia Ward from 2022 to 2025. A 24-month extension was granted via Decision No. 3536/QĐ-UBND on July 2, 2025.

Radio, Television, and Information Development Corporation misused 10,871 m² in Thanh Xuan Ward from 2019 to 2025. A 24-month extension was approved under Decision No. 3846/QĐ-UBND on July 18, 2025.

Thanh Hung Construction LLC (representing Thanh Hung Construction Consortium and Hoang Long LLC) misused 8,689 m² in Hoa Lac Ward during 2020, 2023, and 2025. A 24-month extension was granted via Decision No. 3777/QĐ-UBND on July 14, 2025.

Most large-scale violators received 24-month extensions to utilize their land. Publishing this list enhances land management transparency, urging developers to adhere to committed timelines and prevent long-term land wastage.
