In 2025, the Project Management Board for Traffic Construction Investment in Binh Duong (Ho Chi Minh City) was allocated the largest capital fund (over 22.650 trillion VND), primarily for expressway and ring road projects.
For Sub-Project 5 (SP5) of the Ho Chi Minh City Ring Road 3, covering the section through the former Binh Duong province, including the Tan Van intersection and Binh Goi Bridge, over 1.500 trillion VND was allocated. Sub-Project 6 (SP6), focusing on compensation, support, and resettlement for the Ring Road 3, received nearly 3.000 trillion VND.
Sub-Project 1 (SP1), dedicated to land clearance for the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway through the former Binh Duong province, was allocated 8.000 trillion VND.
SP1 for land clearance of the Ho Chi Minh City Ring Road 4, from Thu Bien Bridge to the Saigon River, has a planned capital of 6.000 trillion VND for 2025.

Mr. Tran Hung Viet, Director of the Project Management Board for Traffic Construction Investment in Binh Duong (Ho Chi Minh City), stated that the disbursement results in the early months fell short of expectations due to challenges in land clearance, material shortages for foundation work, and other issues. However, some obstacles are being resolved, and disbursement for these projects is expected to improve and accelerate in the coming months.
Additional sand supplies are anticipated from 16 mines in the former provinces of Vinh Long and Dong Thap. Construction stone will be supplemented from 9 mines in Dong Nai and Binh Duong.
“Several fundamental challenges have been addressed. The remaining issue this year is for investors and contractors to enhance construction organization to expedite key traffic projects, thereby improving disbursement,” said the Director of the Project Management Board.

Reporters observed that in recent days, at key traffic projects such as the Ho Chi Minh City Ring Road 3 and the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway, workers have been tirelessly constructing, regardless of scorching heat or heavy rain. A representative from a contractor for the Ring Road 3 section through the former Binh Duong province mentioned that they have increased shifts, adjusted workloads, and modified construction methods at certain locations.
“The Binh Goi Bridge over the Saigon River, part of Package XL4 of the Ho Chi Minh City Ring Road 3, was joined at the end of June 2025. We are working ‘3 shifts, 4 teams’ to ensure substantial completion by the end of the year for the inauguration ceremony scheduled for December 19, 2025,” shared the representative from the joint venture of Bac Trung Nam Infrastructure Construction JSC and Trung Nam Construction and Installation JSC.

“Speeding Up” in the Final Months of the Year
In 2025, the Ho Chi Minh City Traffic Project Management Board was allocated a public investment capital plan of over 17.271 trillion VND by the City People’s Committee to implement numerous key infrastructure projects. This substantial funding is expected to accelerate critical projects, driving economic and social development.
However, disbursement rates in the first half of the year were low. The Ho Chi Minh City Traffic Project Management Board noted that many projects are still completing legal procedures, preventing bidding and construction contracts, thus delaying capital advances to contractors.

“Additionally, shortages of construction materials, particularly sand, have hindered progress, with completed volumes falling short of requirements.
Land clearance in some localities has also been slow, preventing many projects from proceeding as planned and directly affecting capital disbursement,” analyzed Mr. Luong Minh Phuc, Director of the City Traffic Project Management Board.
Facing pressure to disburse all capital within 2025, the Ho Chi Minh City Traffic Project Management Board has developed detailed plans for each project, closely monitoring progress monthly and quarterly.
“We require contractors to intensify work with ‘3 shifts, 4 teams’ to accelerate progress and ensure 100% disbursement this year,” Mr. Phuc emphasized.
Notably, the Traffic Project Management Board has proposed that the Ho Chi Minh City People’s Committee direct departments and localities to reduce investment procedures by at least 30%, especially for BOT projects expanding city gateways. These include major projects such as upgrading National Highway 1, National Highway 22, the North-South Axis Road (from Nguyen Van Linh to the Ben Luc – Long Thanh Expressway), and expanding National Highway 13.
“The goal is to expedite compensation and land clearance for these projects,” stated a representative from the Ho Chi Minh City Traffic Project Management Board.

Simultaneously, the Traffic Project Management Board is urgently promoting new project launches to quickly sign contracts and disburse advance capital as per regulations. Disbursement task forces are responsible for regular inspections, supervision, and timely reporting of issues for swift city resolution.
To ensure smooth capital flow until year-end, decisive and coordinated efforts are required from local authorities and specialized departments.
With this determination, Ho Chi Minh City aims not only to meet its 2025 disbursement targets but also to significantly advance traffic infrastructure development, vital for the city’s sustainable growth.
