Groundbreaking Ceremony Held for Hanoi’s $32 Million, 6-Lane Underpass at Notorious Traffic-Congested Intersection

The highly anticipated $32 million underpass project has officially broken ground, aiming to alleviate traffic congestion at the Co Linh - Vinh Tuy Bridge interchange. This significant infrastructure development is set to transform the daily commute for thousands of residents.

On the morning of October 4th, the Hanoi People’s Committee held the groundbreaking ceremony for the tunnel project at the Co Linh intersection in Long Bien District, commemorating the 71st anniversary of Hanoi’s Liberation Day (October 10, 1954 – October 10, 2025).

This project is one of eight city investments launched on this occasion, playing a pivotal role in alleviating traffic congestion at the eastern gateway of the capital. It also contributes to completing the Ring Road 2 system as per the city’s planning.

The tunnel’s starting point connects to Phase 2 of the Vinh Tuy Bridge, approximately 400 meters from the intersection with Co Linh Road. The endpoint links to the existing Dam Quang Trung Road, about 1,000 meters from the Co Linh intersection.

Designed for traffic from Vinh Tuy Bridge to National Highway 5, the tunnel aligns with the current Dam Quang Trung Road. It spans approximately 600 meters in total length, including a 100-meter enclosed section. The tunnel’s cross-section measures 27.1 meters wide, accommodating six lanes (three lanes per direction).

Additionally, roads on both sides will be maximally widened, and surrounding infrastructure will include technical upgrades, greenery, traffic signals, road markings, and comprehensive traffic management to ensure safety and urban aesthetics. The project’s total investment exceeds 747 billion VND, funded by Hanoi’s city budget, with a 26-month execution timeline.

The project is expected to reduce traffic congestion and, alongside the Vinh Tuy Bridge and Ring Road 2, enhance inter-regional connectivity between Hanoi and eastern and northeastern provinces.

Speaking at the ceremony, Vice Chairman of the Hanoi People’s Committee Duong Duc Tuan noted that the elevated section of Ring Road 2 from Nga Tu So to Vinh Tuy Bridge has been operational since January 2023, and Phase 2 of Vinh Tuy Bridge was completed in September 2023. Consequently, traffic volume at the Co Linh intersection has surged, causing frequent congestion, especially during peak hours.

Therefore, constructing the Co Linh tunnel, widening lanes by adjusting sidewalks and median strips, and reorganizing traffic at the intersection are urgent and essential measures.

The Co Linh intersection tunnel is one of three tunnel projects approved by Hanoi for 2025–2026 to address congestion at key intersections. The other two—the Tay Thang Long Axis – Ring Road 3 tunnel and the Me Tri – Duong Dinh Nghe – Ring Road 3 tunnel—will commence in 2026.

Hanoi currently has four operational tunnels. The Kim Lien – Xa Dan tunnel, connecting Tran Khat Chan and Kim Lien roads, opened in 2009. In 2016, the Trung Hoa and Thanh Xuan tunnels were inaugurated, linking Tran Duy Hung Road with Thang Long Boulevard and resolving congestion between Nguyen Trai Road and Ring Road 3, respectively. The fourth tunnel, Le Van Luong – Ring Road 3, began operations in October 2022.

According to the Hanoi People’s Committee’s plan, eight projects will be launched to celebrate the 71st anniversary of Hanoi’s Liberation Day (October 10, 1954). Alongside the Co Linh tunnel, these include the Ngoc Trai Theater and Specialized Arts and Culture Park, Tran Hung Dao Bridge, the Eastern Hoan Kiem Lake Square and Park, Hanoi Metro Line 2 (Nam Thang Long – Tran Hung Dao section), Thuong Cat Bridge, Le Hong Phong Cadre Training School, and the Hanoi Kidney Hospital (Facility 2) investment project.
