The Vietnamese government has issued Resolution No. 303 dated October 3, outlining solutions to effectively implement the two-tier local government model as per the conclusions of the Politburo and the Secretariat. This includes the execution of Decree 178.
The resolution highlights that after three months of operating the two-tier local government system, several issues require thorough identification and specific solutions to address challenges faced by local authorities.

Ministries and ministerial-level agencies are urged to enhance their responsibility in promptly resolving local difficulties, ensuring maximum conditions for efficient, effective, and high-performing local governments. They must also strengthen direct inspection and supervision in local areas.
The government mandates that ministries, agencies, and localities complete the payment of regimes and policies as per Decree No. 178 and Decree No. 67 by October 10 at the latest. This ensures financial resources, human resources, and infrastructure for organizational restructuring, as well as payment of regimes and policies for early retirees and those resigning, in compliance with regulations.
Additionally, reports on the payment of regimes and policies must be submitted to the Steering Committee for the Arrangement of Administrative Units at All Levels and the Development of the Two-Tier Local Government Model (via the Ministry of Home Affairs and the Ministry of Finance) by October 10. Any obstacles should be reported to the government by October 5.
The Ministry of Home Affairs is tasked with directly supervising and inspecting localities in deploying provincial-level officials and civil servants to the commune level. They must collaborate to comprehensively review, evaluate, and categorize, linking with the restructuring and quality enhancement of commune-level officials and civil servants post-arrangement. This ensures the retirement of officials and civil servants who do not meet job requirements, forming a basis for recruitment, placement, training, and capacity building of commune-level officials and civil servants. It addresses surpluses and shortages, ensuring effective human resource utilization.
The Ministry of Finance is urged to promptly guide localities in immediately appointing chief accountants for agencies and organizations, avoiding prolonged vacancies. They must register to open accounts at the State Treasury for agencies and units to facilitate salary payments, task implementation, and the resolution of regimes and policies as per Decree No. 178 and Decree No. 67.
Furthermore, guidance is needed for arranging workplaces and public assets to prevent loss and waste, with reports and proposals to competent authorities for effective public asset management. This includes equipping cars for communes, wards, and special zones still lacking them.
The Ministry of Science and Technology is required to complete the information technology infrastructure system, ensuring connectivity, interoperability, and data sharing among information systems and databases for state management and administrative procedure resolution.
The Ministry of Construction must review and amend legal norms to promote decentralization and empowerment for local construction management and licensing. They should strengthen institutional and policy development, issue technical standards, and inspect and supervise compliance with legal regulations in the sector.
