Over 7,000 Billion VND Collected from Land Transfer Contracts

The Ministry of Defense’s Criminal Investigation Agency has announced that it is investigating a criminal case involving “Violations of land management regulations and fraud” in Khanh Hoa province and several other localities. This case is related to the Nha Trang Urban, Commercial, Service, Financial, and Tourism Center project, with Phuc Son Group Joint Stock Company (of defendant Nguyen Van Hau) as the investor.

The investigation has revealed that from 2016 until now, Phuc Son Group has collected over 7,000 billion VND from customers through investment cooperation contracts and land transfer procedure contracts.

To serve the investigation and resolution of the case, the Criminal Investigation Agency of the Ministry of Defense requests that individuals who have paid money to Phuc Son Group or those related to signing investment cooperation contracts and land transfer procedure contracts urgently contact the Criminal Investigation Agency of the Ministry of Defense before July 10, 2025.

Regarding the case of Phuc Son Group, the Hanoi People’s Court has issued a plan to open a first-instance trial on June 24.

In this case, defendant Nguyen Van Hau (also known as Hau Phao, Chairman of Phuc Son Group) is being tried for three charges: “Bribery; Violation of accounting regulations causing serious consequences; and Violation of bidding regulations causing serious consequences.”

Meanwhile, the defendants: Hoang Thi Thuy Lan (former Secretary of the Provincial Party Committee of Vinh Phuc); Le Duy Thanh (former Chairman of the Provincial People’s Committee); Pham Hoang Anh (former Permanent Deputy Secretary of the Provincial Party Committee of Vinh Phuc); Nguyen Van Khoat (former Vice Chairman of the Provincial People’s Committee); Hoang Van Nhiem (former Vice Director of the Provincial Finance Department of Vinh Phuc); Chu Quoc Hai (former Vice Director of the Provincial Department of Natural Resources and Environment of Vinh Phuc); Cao Khoa (former Chairman of the Provincial People’s Committee of Quang Ngai); Le Viet Chu (former Secretary of the Provincial Party Committee of Quang Ngai); and Dang Van Minh (former Chairman of the Provincial People’s Committee of Quang Ngai) are being tried for the charge of “Taking bribes.”

The defendants: Pham Van Vong (former Secretary of the Provincial Party Committee of Vinh Phuc); Phung Quang Hung (former Chairman of the Provincial People’s Committee of Vinh Phuc); Ha Hoa Binh (former Vice Chairman of the Provincial People’s Committee of Vinh Phuc); Ngo Duc Vuong and Nguyen Doan Khanh (both former Secretaries of the Provincial Party Committee of Phu Tho), along with three others, are being tried for the charge of “Abusing position and power while performing official duties.”

Meanwhile, defendant Dang Trung Hoanh (former Chief of Staff of the Mang Thit District Party Committee, Vinh Long province) is accused of “Taking advantage of the influence of people with positions and power for personal gain.”

Defendant Pham Ngoc Cuong (Deputy General Director of Phuc Son Group); Do Huu Vinh (former General Director of Phuc Son Group), along with 20 other defendants, are standing trial for the charges of “Violation of accounting regulations causing serious consequences” and “Violation of bidding regulations causing serious consequences.”

Bribing Officials

According to the indictment, Hau Phao was accused of bribing officials in Vinh Phuc, Phu Tho, and Quang Ngai provinces with a total of 72.5 billion VND and 2.62 million USD (a total of 132 billion VND). He also gave money to some other individuals. Through these acts, Hau committed violations in bidding, causing personal benefits and inflicting a loss of 459.4 billion VND to the State. He also kept 504.5 billion VND of actual revenue off the books.

Specifically, in Vinh Phuc province, the case file determined that in late 2016, defendant Nguyen Van Hau met Ms. Hoang Thi Thuy Lan at her office at the Vinh Phuc Party Committee and was “suggested” to facilitate his participation in some delayed real estate projects of other companies.

After receiving Ms. Lan’s agreement, Hau directly and indirectly gave money to the high-ranking leaders of Vinh Phuc. He gave Ms. Lan a total of 25 billion VND and 1 million USD in three installments, and Mr. Le Duy Thanh, the former Chairman, received bribes totaling 20 billion VND and 1.3 million USD.

In Vinh Long province, during a visit by “senior leaders” to Mang Thit District Party Committee, Mr. Hau offered to provide financial support to the locality. This sponsorship was made by Hau as an individual to help the locality overcome difficulties in rural infrastructure and social welfare.

Defendant Dang Trung Hoanh was chosen to directly contact and receive the sponsored money. From 2017 to 2024, Mr. Hoanh requested and received a total of 75.6 billion VND from Hau.

Taking advantage of his management and use of this money, Mr. Hoanh hinted and received 700 million VND out of 69.1 billion VND from Hau for personal gain. In addition, after the money was transferred, “Mr. Hau asked Mr. Hoanh to use 8.5 billion VND to buy land for the family of a senior leader.” For this, Mr. Hoanh received 110 million VND in return.

In Quang Ngai province, Mr. Cao Khoa received bribes on five occasions, totaling more than 6.4 billion VND; Mr. Le Viet Chu received bribes on six occasions, totaling 6 billion VND; and Mr. Dang Van Minh also received bribes amounting to several billion VND.

In Phu Tho province, the Inspection Agency accused Hau of “supporting” his company to undertake packages belonging to the project at Den Hung after bribing two former Secretaries of the Provincial Party Committee of Phu Tho, Ngo Duc Vuong and Nguyen Doan Khanh, with 2 billion VND.
