On October 3rd, Minister of Construction Tran Hong Minh chaired a conference to review the ministry’s performance over the first nine months of 2025 and outline key tasks for the fourth quarter.
Decentralization and Empowerment for Localities
Reporting on the construction sector’s achievements in the first nine months of 2025, Nguyen Tri Duc, Chief of the Ministry of Construction’s Office, stated that the ministry has vigorously and promptly implemented resolutions, conclusions, and directives from the Central Committee, Politburo, Secretariat, National Assembly, Standing Committee of the National Assembly, and the Government. Efforts have focused on comprehensively reviewing and proposing amendments to legal documents, aiming to enhance decentralization and empower local authorities, aligned with the implementation of the two-tier local government structure.
In the realm of investment and infrastructure development, the ministry has advised the Government on issuing several critical documents and resolutions. These provide strategic guidance for investing in key transportation infrastructure projects, including the North-South high-speed railway, the Lao Cai – Hanoi – Hai Phong railway line, and the first phase of the Long Thanh International Airport project, with adjusted timelines for implementation.
Regarding housing and real estate market management, the ministry has advised and proposed to the Government the adoption of Resolution No. 201/2025/QH15 dated May 29th, 2025, by the National Assembly. This resolution pilots specific mechanisms and policies to foster the development of social housing.
Since the beginning of 2025, the construction of social housing has shown positive signs. Nationwide, 43,681 out of 100,275 planned units have been completed (43.6%), with an additional 39,245 units expected to be finished by year-end, reaching 83% completion.
In line with Resolution No. 57-NQ/TW dated December 22nd, 2024, issued by the Politburo on advancing science, technology, innovation, and national digital transformation, the ministry currently provides 271 online public services (84.68% of the total). It is also focused on completing the development of 10 databases. According to the National Public Service Portal, the Ministry of Construction ranks first among ministries and agencies in public service delivery quality.
In transportation management and ensuring traffic safety, the Ministry of Construction has directed the implementation of measures to enhance transportation operations, ensure traffic safety, and improve service quality during peak periods, particularly during the 80th anniversary of the August Revolution and National Day on September 2nd.
Commitment to Completing Projects for Inauguration on December 19th
Concluding the conference, Minister Tran Hong Minh acknowledged that despite numerous challenges in the first nine months of 2025, the Ministry of Construction has substantially completed most of its planned tasks. However, to fulfill the Government and Prime Minister’s mandates and contribute to achieving the 8.3-8.5% growth target for 2025, Minister Tran Hong Minh has instructed agencies and units to focus on several key tasks in the final three months of the year.
Firstly, the Legal Department, in collaboration with relevant departments and agencies, must finalize legal documents and proposals, particularly the Laws on Aviation, Urban and Rural Planning, and the amended Construction Law, for submission to the National Assembly at its 10th session in October 2025. Additionally, 10 draft decrees must be completed as scheduled.
Regarding the progress and disbursement of key projects, the Minister has directed project investors and management boards to urge contractors to accelerate work, ensuring the completion of key projects as planned for inauguration and groundbreaking on December 19th, 2025. Priority projects include the North-South Expressway, Bien Hoa – Vung Tau Expressway, and Long Thanh International Airport.
“Heads of agencies and units must strictly implement the Minister’s directives from the progress review conference for key transportation projects, ensuring the Ministry of Construction’s disbursement rate meets or exceeds the national average,” the Minister emphasized.

Agency heads must rigorously execute the tasks assigned by the Minister in Announcements No. 372 of September 16th, 2025, and No. 425 of September 30th, 2025, concerning the development of standards and regulations. Regular, tangible outcomes are expected for practical application.
The State Agency for Construction Quality Inspection must strengthen quality management of construction projects within the ministry’s jurisdiction, particularly national key projects, in accordance with decentralization principles.
The Department of Construction Infrastructure Development will enhance the management of transportation infrastructure construction, inspect and review the management and use of road safety corridors, implement fire prevention measures for road infrastructure, and revise standards and regulations for urban drainage systems.
The Department of Science, Technology, Environment, and Construction Materials, along with the Information Technology Center, will actively engage with scientific research institutions and leading enterprises in the sector. Their goal is to promote scientific and technological activities, innovation, and digital transformation in construction and transportation.
Proposing Specific Solutions to Accelerate Social Housing Development
The Department of Housing and Real Estate Market Management must urgently develop plans to enhance and promote investment in social housing construction. They are tasked with proposing concrete solutions to advance the “Investment in Constructing at Least 1 Million Social Housing Units for the 2021-2030 Period” scheme and drafting a Government Resolution on controlling and stabilizing real estate prices for Government submission.
Additionally, the Department must expedite the completion of the pilot project for the “Real Estate Transaction Center” and the “Housing and Real Estate Market Information System.” They are also responsible for amending Decree No. 100/2024/ND-CP on social housing development and management and the Decree on the National Housing Fund.
The Department of Planning and Architecture must promptly prepare for a conference to disseminate, guide, and clarify legal provisions on urban and rural planning for local authorities as scheduled.
The Department of Urban Development will urgently finalize the Decree detailing guidelines for urban classification recognition, the Decree on smart urban development, and programs and plans for urban development and green growth, aligned with climate change adaptation, following the issuance of the National Assembly Standing Committee’s Resolution on urban classification.
