Vietnam-Japan Relations at Their Peak

At the opening ceremony of the Vietnam-Japan Forum 2025, themed “Vietnam-Japan Partnership: Cooperation and Development in a Global Context of Change,” held on October 3rd in Hanoi, a representative from the Central Policy and Strategy Department emphasized that the comprehensive strategic partnership between Vietnam and Japan is built on a foundation of trust and mutual benefit. Amid rapid global changes, the relationship between the two nations holds significance not only economically but also in maintaining regional peace, stability, and prosperity.

Professor Nishida Tatsuya (Tokai University, Japan) shared his impressions of Vietnam’s rapid development. He cited the example of his first visit to Hanoi in 2008, when the road from Noi Bai Airport had only two lanes. Today, it has expanded to six lanes with modern infrastructure—a symbol of the country’s dramatic transformation.

“Vietnam-Japan relations are also at their most prosperous stage, particularly after the two countries officially elevated their partnership to a Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World in November 2023. This marks a turning point, opening a new framework for cooperation in politics, economics, science and technology, and cultural exchange,” Professor Nishida Tatsuya affirmed.

Meanwhile, Mr. Ta Duc Minh, Vietnam’s Trade Counselor in Japan, reported that the bilateral trade turnover for the first seven months of 2025 reached nearly 29 billion USD, a nearly 10% increase compared to the same period in 2024.

Vietnam recorded a trade surplus of 1.37 billion USD, with key export groups including textiles, footwear, processed agricultural products, and electronics. Japan currently has 5,608 FDI projects in Vietnam, with a total registered capital of over 79.4 billion USD. In the first eight months of 2025 alone, new registered capital reached nearly 878 million USD, focusing on processing, manufacturing, electronic components, real estate, and renewable energy.

“The high-quality and efficient FDI flow from Japan is a positive signal, demonstrating that Vietnam remains a safe and attractive destination for investors,” Mr. Ta Duc Minh emphasized.

Expectations for Expanded Cooperation in the New Era

According to Mr. Ta Duc Minh, a stable political environment, coupled with a broad network of free trade agreements such as CPTPP, RCEP, and VJEPA, creates favorable conditions for bilateral cooperation. However, challenges related to geopolitics, technical barriers, limitations in deep processing, and supply chain management persist. Therefore, he proposed four new cooperation directions: green transition and circular economy, digital economy, infrastructure and logistics, and high-quality agricultural products.

From an academic perspective, Ms. Nguyen Anh Thu, Vice Rector of the University of Economics (VNU), affirmed the university’s role in connecting global knowledge to serve national development. The university is committed to acting as a knowledge bridge between Vietnam and Japan, contributing to evidence-based policy solutions and fostering sustainable cooperation.

During the discussion session, delegates agreed on the need to elevate economic, trade, and investment cooperation, particularly in high technology, renewable energy, smart infrastructure, and the digital economy. Simultaneously, developing a high-quality workforce remains a critical factor. Japan is supporting Vietnam in training thousands of engineers and experts through scholarship programs and on-site training. Expanding educational cooperation will create a workforce capable of meeting technological transformation requirements. Additionally, leveraging the role of businesses in the supply chain and encouraging Vietnamese enterprises to participate more deeply in the global value chain will enhance management and production capabilities to international standards. Given Japan’s strengths in green technology and Vietnam’s strategic role in Southeast Asia, this cooperation holds regional and international significance.

Diplomatic relations between Vietnam and Japan were established in 1973 and have flourished for over 50 years. In November 2023, the two countries elevated their relationship to a Comprehensive Strategic Partnership—a solid foundation for regional stability and prosperity. Amid global shifts in supply chains, digital transformation, and green transition, strengthening strategic cooperation is not only bilaterally significant but also contributes to regional peace and development.
