The Ministry of Construction has recently released a report outlining the operational plan for Tan Son Nhat International Airport (Ho Chi Minh City) and Long Thanh International Airport (Dong Nai Province) during Phase 1.

According to the feasibility study report for the Long Thanh International Airport Investment Project Phase 1, approved by the Prime Minister in 2020, Long Thanh Airport will handle 80% of international flights and 10% of domestic flights, while Tan Son Nhat Airport will manage 20% of international flights and 90% of domestic flights.
Specifically, Long Thanh Airport will operate all international routes of 1,000 km or more, with other routes determined by airlines. Domestic flight operations will be chosen by Vietnamese airlines.
Long Thanh Airport is expected to handle 10-12% of the traffic on the Hanoi/Da Nang – Ho Chi Minh City trunk route operated by Vietnamese airlines.
For Tan Son Nhat Airport, international routes under 1,000 km will be prioritized, focusing on markets between Ho Chi Minh City and Thailand, Cambodia, and Laos, accounting for 15-17% of total international traffic to the Ho Chi Minh City area. Domestic flight operations will be determined by Vietnamese airlines.
With this operational division, Long Thanh Airport will handle 80% of international flights and 10% of domestic flights, while Tan Son Nhat Airport will manage 20% of international flights and 90% of domestic flights. The government will actively coordinate and adjust the international-domestic traffic ratio at each airport as needed, with a review after the first five years of operation.
Coordinating International-Domestic Traffic Ratios for Each Period
Recently, the Airports Corporation of Vietnam (ACV) selected Incheon Airport Consortium (IAC) as the international consultant to develop an operational management plan, ensuring project goals and investment efficiency.
IAC’s detailed study on the operational division between Tan Son Nhat and Long Thanh Airports recommended ACV to report to the Long Thanh Airport Preparation Steering Committee, suggesting the transfer of all regular international flights from Tan Son Nhat to Long Thanh Airport.
Additionally, the Civil Aviation Authority of Vietnam (CAAV) and ACV have jointly reported to the Ministry of Construction on the operational division plan, aligning with the approved project objectives. A detailed roadmap for the transition has been established to ensure investment efficiency and project goals.
The Ministry of Construction will continue to evaluate and coordinate the international-domestic traffic ratios at each airport, ensuring efficient operation of both Long Thanh and Tan Son Nhat Airports during their operational phases.
