Prime Minister Orders Resolution for Nearly 3,000 Stalled Projects Following Politburo Approval

On the morning of October 5th, during the regular September 2025 government meeting, Prime Minister Pham Minh Chinh outlined key tasks and solutions for the government to implement in the coming period. He also assigned specific tasks and measures to ministries, sectors, and localities.

Specifically, the Prime Minister requests a thorough and meticulous preparation for the contents serving the 13th Central Conference and the 10th Session of the 15th National Assembly. Ministries and agencies in charge should carefully prepare presentations, reports, and documents to ensure progress and quality as required. Close coordination is essential to successfully organize the Party Congresses at all levels, leading up to the 14th National Party Congress; and to well prepare for the Government Party Congress in October 2025.

Secondly, continue to maintain macroeconomic stability, control inflation, ensure major economic balances, and promote growth.

Accordingly, continue to implement proactive, flexible, timely, and effective monetary policies, closely and synchronously coordinated with reasonably expanded fiscal policies, focusing on key areas. Fiscal policy should further promote its role in driving growth (boosting public investment; tax exemptions and reductions; issuing project bonds…). Monetary policy must control inflation according to the set target, ensure reasonable exchange rates and interest rates; concentrate credit capital for production and business; tightly control credit in potentially risky areas; and accelerate the increase of charter capital for commercial banks.

Closely monitor developments to ensure market and price stability, especially for state-managed goods and services; implement measures to strengthen management, guidance, and control of housing and land prices.

Enhance total social investment attraction, strive to disburse 100% of the 2025 public investment plan, accelerate the progress of important and key projects; promote private and FDI investment attraction; organize the inauguration and groundbreaking of multiple projects and works on December 19, 2025.

To boost exports, implement large-scale trade promotion programs in key markets; promptly negotiate and sign new FTAs with Brazil, Pakistan, the GCC bloc, Mercosur, and African countries…

Thirdly, decisively, timely, and effectively implement the resolutions of the Politburo (resolutions No. 57, 59, 66, 68, 70, 71, 72), and promptly submit to the National Assembly for issuing mechanisms and policies for implementation.

Fourthly, effectively deploy and operate the two-tier local government model. Ministries, sectors, and localities should promptly address difficulties and obstacles; strengthen inspection, guidance, and professional training. Complete the payment of regimes and policies for those who retired before October 10. Review and arrange commune-level officials suitable to their expertise; improve the quality of officials. Enhance the connection of information systems, databases, and administrative procedures to ensure smoothness and efficiency. Improve the development facilitation capacity at the commune level.

Fifthly, focus on resolving difficulties and obstacles for long-stalled projects; effectively implement the handling plan for SCB Bank and other weak commercial banks; the Ministry of Finance, as the standing agency of Steering Committee 751, should immediately deploy mechanisms and solutions to resolve nearly 3,000 stalled projects after receiving the Politburo’s approval.

Sixthly, focus on cultural and social development, ensure social security, improve people’s living standards; strengthen environmental protection, disaster prevention, and climate change adaptation. Ministries, sectors, and localities should note to accelerate the progress of social housing projects in 2025; focus on responding to Typhoon No. 11 and overcoming the consequences of Typhoons No. 9, No. 10, and post-storm floods, restore production activities and stabilize people’s lives.

The Prime Minister also requests to consolidate and strengthen national defense and security; maintain social order and safety; enhance foreign affairs and international integration. Strengthen and improve the effectiveness of information and communication, especially policy communication, promote good models and practices, contributing to social consensus.

Regarding some important tasks in the fourth quarter of 2025, the Prime Minister requests to prepare for the groundbreaking of Component 1 of the Lao Cai – Hanoi – Hai Phong railway project and land clearance for the North-South high-speed railway project; decisively implement solutions to remove the IUU yellow card in 2025.

Assign specific tasks and solutions to ministries, sectors, and localities

For specific tasks assigned to ministries and sectors, Prime Minister Pham Minh Chinh requests the Ministry of Finance to strengthen state budget revenue and expenditure management, strive to increase budget revenue by 25% compared to the estimate; strive to disburse 100% of the public investment plan; promote stock market upgrading, mobilize resources, and issue project bonds.

The State Bank of Vietnam should focus on controlling inflation according to the set target; maintain the stability of the monetary and foreign exchange markets; strengthen gold market management; decisively implement preferential credit programs.

The Ministry of Industry and Trade, in coordination with the Ministry of Culture, Sports and Tourism and relevant ministries, agencies, and localities, should prepare well for the Autumn Fair 2025. The Ministry of Construction should complete the amendment of decrees related to social housing development and promote the implementation of railway projects.

The Ministry of Agriculture and Environment should take the lead, in coordination with relevant ministries, agencies, and localities, to decisively implement solutions to remove the IUU yellow card in 2025; focus on building a land database…

The Ministry of Culture, Sports and Tourism should lead in implementing solutions to promote tourism, improve quality, and build a tourism evaluation index suitable to international practices and Vietnam’s situation; propose to choose November 24 as Vietnamese Culture Day.

The Ministry of Home Affairs should continue to remove difficulties and obstacles, promote the operation of the two-tier local government; develop plans and guide the monthly, quarterly, and annual evaluation of officials under the Government’s management according to Party regulations.

The Ministry of Public Security, together with the Ministry of Foreign Affairs, should urgently study and continue to negotiate with countries on visa exemption for ordinary passport holders; promote the application of biometric technology in traffic procedures; develop investment plans for the “Digital Mass Education” platform…
