In the first nine months of 2025, numerous regions reported robust growth momentum, paralleled by accelerated public investment disbursement. This synergy has catalyzed a ripple effect, invigorating both production-business activities and infrastructure development.

On the morning of October 5th, during the Government’s regular September 2025 meeting, local leaders expressed their gratitude to the Government, the Prime Minister, and the leaders of various ministries for their continued support and strategic directives. These efforts have been instrumental in resolving challenges faced by local authorities, fostering new momentum, and facilitating the successful execution of their duties.

Double-Digit Growth; Streamlined Two-Tier Local Government Structure

Representing Phú Thọ province, which boasts an impressive 10.22% growth rate, Chairman of the Provincial People’s Committee Trần Duy Đông reported that in the first nine months of 2025, the province successfully streamlined its two-tier government structure. This restructuring has ensured seamless operations, enabling the timely provision of public services to residents across 148 communes and wards.

Phú Thọ has also empowered department heads by delegating authority from the Provincial People’s Committee Chairman, emphasizing swift administrative procedures and accountability. Over 400 officials have been reassigned from the provincial to the commune and ward levels, particularly in areas lacking specialized personnel. As a result, 99% of commune and ward officials now hold university degrees. The province has also prioritized training and ensured that over 98% of applications are processed on time.

Economically, Phú Thọ’s GRDP grew by 10.22% in the first nine months, ranking fourth nationally. The industrial sector led with a 16.15% growth rate.

Revenue collection reached 43.9 trillion VND, 108.7% of the target, with domestic revenue at 112%. FDI attracted exceeded 1 billion USD, 60% higher than the same period last year. Export turnover hit 52.87 billion USD, including 27 billion USD in exports, placing Phú Thọ among the top five provinces in trade.

Public investment disbursement reached 74.4% of the plan by September 30th, ranking sixth out of 34 provinces. Key projects include the early completion of Phong Châu Bridge, land clearance for the 500 kV Lào Cai-Vĩnh Yên power line, and resettlement for the Lao Cai – Hanoi – Haiphong high-speed railway.

Ninh Bình province also achieved double-digit growth at 10.45%. Public investment disbursement reached 91.3%, with a focus on swift project implementation. Revenue collection increased by 70% year-on-year.

Despite severe damage from Typhoon No. 10, Ninh Bình has largely recovered, thanks to the Prime Minister’s leadership. The province also ensured full payment of benefits to all public servants and retirees in September, in accordance with Decree 178.

Quảng Ninh province grew by 11.67%, with the manufacturing and service sectors expanding by 24% and 15.18%, respectively. Revenue collection reached 51.5 trillion VND, over 90% of the target. The province resolved long-stalled projects, boosting investor confidence.

Public investment disbursement reached 51.2%, with accelerated efforts to complete projects by year-end. Quảng Ninh attracted 194 trillion VND in investment in the first half, a 20-fold increase, reflecting strong business recovery.

Public Investment Disbursement Reaches 109%

Hà Tĩnh province was commended by the Government for achieving a 109% public investment disbursement rate. Deputy Chairman of the Provincial People’s Committee Trần Báu Hà reported that disbursement exceeded 5.809 trillion VND, 109% of the central target.

Three task forces, led by deputy chairs, addressed project challenges directly. Key national projects include land clearance for the North-South high-speed railway and the first resettlement area. Economic growth reached 8.05%, ranking 15th nationally, with revenue collection at 15 trillion VND (85% of the target) and investment attraction at 107.5 trillion VND.

Major industrial projects are progressing: Vũng Áng 2 thermal power plant’s first turbine is operational, with the second expected by year-end. VinFast’s electric vehicle plant (Phase 1) and Vinhome Vũng Áng industrial park were inaugurated.

Hà Tĩnh adapted to the two-tier urban governance model, maintaining task forces to ensure project continuity and disaster recovery. Despite four typhoons, including the severe No. 5 and No. 10, the province is actively restoring production and stabilizing livelihoods.
