
On the morning of October 4th, Mr. Pham Van Thinh, Member of the Provincial Party Committee’s Standing Board and Vice Chairman of Bac Ninh Provincial People’s Committee, chaired a progress review meeting for two infrastructure investment projects: Que Vo Expanded Industrial Zone 2 and Nam Son – Hap Linh Industrial Zone, both developed by Kinh Bac Urban Development Corporation (KBC).

The Que Vo Expanded Industrial Zone 2 spans 140.34 hectares across Chi Lang, Bong Lai, Que Vo, and Phuong Lieu communes/wards. The total investment for this project is 1,878 billion VND, with construction costs accounting for 1,176 billion VND and land compensation at 702 billion VND.
Currently, the developer is collaborating with local authorities to intensify public awareness campaigns, accelerate land clearance, and finalize legal procedures as required.
The project implementation faces certain challenges. The developer has requested the Department of Construction to consider placing the project in the “green lane” to facilitate faster opinion gathering and appraisal, ensuring timely approval. Additionally, they urge relevant agencies to expedite the approval of the environmental impact assessment and the investment policy for the clean water plant, laying the groundwork for seamless project execution.

The Nam Son – Hap Linh Industrial Zone covers a planned area of over 300 hectares in Nam Son Ward and Tan Chi Commune. The total investment for this project is nearly 2,917 billion VND.
To date, land clearance has achieved significant progress, with over 236 hectares handed over. However, the remaining area faces obstacles due to uncooperative households, impacting the project’s timeline.
The developer has urged local authorities to strengthen measures and decisively address these challenges to complete land clearance promptly, enabling the smooth implementation of project components.

Concluding the meeting, Vice Chairman Pham Van Thinh emphasized the need for intensified efforts to accelerate progress and bring the projects into efficient operation soon.
Regarding the developer’s proposals, he tasked the Department of Construction with guiding the completion of all procedures as per regulations. The Department of Agriculture and Environment was instructed to expedite the submission of land recovery and rice land conversion lists for the Que Vo Expanded Industrial Zone 2 project, ensuring completion by October 6th. The Provincial Industrial Zone Management Board must proactively monitor the situation, report promptly, and advise on resolving emerging challenges.
Communes and wards should publicly disclose planning information to keep residents informed, fostering trust and consensus during project implementation. The Provincial Land Fund Development Center must closely coordinate with local authorities to ensure land clearance progresses as planned.
The developer is encouraged to explore the recovery of interspersed, hard-to-cultivate land from residents and prepare adequate resources and funds to address challenges during implementation.
