Transforming the Ministry of Public Security’s Airport into a State-of-the-Art Aviation Hub

The Ministry of Construction has recently approved the planning adjustment for Gia Binh International Airport for the period 2021-2030, with a vision extending to 2050. This ambitious project aims to transform the airport into a modern aviation hub in Northern Vietnam, capable of accommodating up to 50 million passengers annually.

According to the Ministry of Construction, the master plan for Gia Binh International Airport in Bac Ninh is designed for the 2021-2030 period, with a vision extending to 2050. The study area covers approximately 1,960 hectares and its surrounding regions.

The airport is envisioned to meet the 4F airport standards set by the International Civil Aviation Organization (ICAO). It will feature a synchronized infrastructure system, ensuring competitive capabilities and top-tier service quality in the region. Additionally, it will meet the requirements for national defense, security, and safe operations.

Key tasks in the planning adjustment include: Surveying and collecting data, updating related plans; studying adjustments to airport scale, grade, and runway configuration; developing the civil aviation area to optimize space and ensure long-term expansion potential. The total investment is estimated, and a phased implementation plan is formulated to align with development needs.

The planning period is set at 30 days, excluding time for appraisal and approval. The Ministry of Construction has assigned the Vietnam Aviation Administration to absorb, refine, and complete the planning adjustment tasks based on appraisal results, coordinating with relevant agencies during implementation.

The planning product is sponsored by the Single-Member LLC for Aviation Construction Design and Consulting, responsible for ensuring compliance with government regulations. Surveys and planning adjustment dossiers will be conducted in close coordination with the Ministry of Public Security, Bac Ninh Provincial People’s Committee, and other functional agencies to ensure security, safety, and boundary marking requirements.

As envisioned, Gia Binh will serve as a dual-use international airport for both civil and defense purposes.

During the 2021-2030 period, the airport will achieve 4E status, with a capacity of approximately 30 million passengers per year and 1.6 million tons of cargo annually. It will accommodate large aircraft such as B777, B787, A350, A321, and special-purpose planes. The airport will feature CAT III and CAT II approach systems for its two main runways.

By 2050, the airport will reach 4F status, handling 50 million passengers and 2.5 million tons of cargo annually. It will implement CAT III approach systems across all runways (07L/25R, 07R/25L, and 06/24), meeting the highest international standards for operations.

The adjustment of the Gia Binh International Airport master plan is expected to establish a strategic aviation hub in the Red River Delta, driving economic, trade, and logistics development in the northern region for decades to come.
