In September, the CPI rose by 0.42% month-on-month, with 10 groups of goods and services experiencing price increases, while the culture, entertainment, and tourism group saw a decline.
The ten groups with price increases are:
– Education (+2.22%): Tuition fees at private universities, high schools, and kindergartens increased for the 2025-2026 academic year, while public schools remained exempt or subsidized under Decree No. 238/2025/NĐ-CP. Stationery items also rose, including pens (+0.88%), paper products (+0.81%), textbooks (+0.40%), and other school supplies (+0.49%).
– Transportation (+0.58%): Gasoline (+1.85%) and diesel (+0.71%) prices increased due to monthly adjustments. Used car prices (+0.15%), auto parts (+0.18%), and vehicle maintenance (+0.10%) also rose. Conversely, rail transport (-10.98%) and air travel (-9.28%) decreased due to post-summer holiday promotions. Toll fees (-0.11%), new car prices (-0.07%), and motorcycle prices (-0.03%) declined due to reduced demand.
– Food and catering services (+0.41%): Food prices increased by 0.49%, while catering services rose by 0.39%. Grains saw a slight decrease of 0.01%.
– Housing, utilities, and construction materials (+0.41%): Rental prices (+0.28%), electricity (+0.30%), and water (+0.27%) increased due to higher demand. Construction material prices rose by 0.52% due to supply shortages and higher production costs. Gas (+0.35%) and kerosene (+0.67%) prices also increased.
– Other goods and services (+0.22%): Jewelry (+5.92%), personal care items (+0.33%), watches (+0.12%), and personal services (+0.39%) increased. Body care products decreased by 0.16%.
– Beverages and tobacco (+0.12%): Demand increased during the summer and the Mid-Autumn Festival, with fruit juices (+0.43%), energy drinks (+0.29%), alcohol (+0.20%), and tobacco (+0.10%) rising.
– Household equipment and furnishings (+0.10%): Electric irons (+1.48%), gas stoves (+0.39%), and glassware (+0.25%) increased. Electronic items decreased due to promotions: electric kettles (-0.52%), fans (-0.26%), washing machines (-0.24%), and air conditioners (-0.14%).
– Garments, hats, and footwear (+0.07%): Fabric (+0.21%), tailoring services (+0.19%), and footwear (+0.08%) increased due to back-to-school demand.
– Postal and telecommunications (+0.04%): Smartphone accessories (+0.67%) and landline services (+0.44%) increased. Smartphones (-1.06%) decreased due to promotional discounts.
– Medicine and healthcare (+0.03%): Pharmaceutical imports increased due to higher exchange rates. Pain relievers (+0.29%), cardiovascular drugs (+0.11%), and vitamins (+0.07%) rose due to seasonal demand.
The culture, entertainment, and tourism group decreased by 0.13%, with package tours (-0.78%) declining due to promotions. Photography services (+0.59%), books (+0.46%), and toys (+0.15%) increased.
The average CPI for Q3/2025 increased by 3.27% year-on-year, with healthcare (+12.69%), housing (+6.98%), and education (+3.13%) leading the rise. Postal services (-0.53%) and transportation (-1.42%) decreased.
Core inflation in September increased by 0.20% month-on-month and 3.18% year-on-year. The nine-month average core inflation was 3.19%, lower than the overall CPI increase of 3.27%, due to excluded items like food, electricity, and education.
