This morning, at the Party Central Headquarters, the 13th Plenary Session of the 13th Party Central Committee officially commenced.
In his opening remarks, General Secretary To Lam noted that the session takes place amidst a rising revolutionary spirit and growing public trust, as the entire Party, people, and military recently commemorated the 80th anniversary of the August Revolution and National Day on September 2nd.
Socio-economic indicators for the first nine months of 2025 have surpassed the same period in 2024 across most sectors. The two-tier local government model is operating smoothly, and public services continue to improve, prioritizing citizens and businesses.

The national master plan is fostering a supportive development environment, with regional economies becoming more defined and transforming into new competitive advantages.
The seven strategic resolutions issued by the Politburo over the past year are paving the way for concrete, steady progress toward maintaining peace, stability, rapid and sustainable development, improving livelihoods, and realizing the Party’s centennial goals, which the people eagerly anticipate.
“With resilience, intelligence, and proactive creativity, we have effectively managed complex political pressures, promptly responded to new trade policies from major partners, supply chain disruptions, trade conflicts, natural disasters, pandemics, and hostile forces’ sabotage…
Our Party has ‘steadfastly navigated through storms,’ resolutely moving forward to achieve and surpass the goals set by the 13th National Party Congress and other strategic objectives,” the General Secretary affirmed.
The General Secretary characterized Vietnam’s 2025 socio-economic landscape as predominantly positive. Despite global challenges and severe natural disasters, the nation has maintained stability and progress.
Q3 GDP grew by 8.22%, with a 7.84% increase in the first nine months. Nine-month budget revenue reached nearly VND 2 trillion, 97.9% of the estimate, with a trade surplus of nearly USD 17 billion. All 15 key 2025 targets are expected to be met or exceeded, with GDP growth projected at 8.1–8.5%.
The General Secretary attributed these achievements to the efforts of the Party, Government, National Assembly, political system, local authorities, businesses, and the public. However, he emphasized addressing internal economic issues for more sustainable growth.
Act today, not tomorrow: Words must match actions
The General Secretary highlighted the importance of 2026 as the first year of the new term, crucial for implementing the 14th National Party Congress resolutions. Key targets include over 10% economic growth, a USD 5,400–5,500 per capita GDP, and a 4.5% CPI increase.
He described these goals as both imperative and challenging, urging the Central Committee to provide strategic direction for the National Assembly and Government Party Committees to refine 2026 socio-economic plans and budgets. He emphasized the spirit of “Enhancing strategic autonomy, self-reliance, and resilience with stability, discipline, acceleration, breakthrough, and sustainability.”
The General Secretary proposed six discussion focuses: maintaining macro stability through flexible fiscal-monetary policies to bolster market confidence; driving growth through investment, consumption, and exports, leveraging regional connectivity and high-quality urbanization; digital and green transformation, treating data as a resource and digital economy as a driver, with renewable energy and circular economy as pillars; enhancing productivity, quality, and standards via science, technology, and innovation; developing capital, labor, technology, and real estate markets with safety, transparency, and efficiency; and vigorously implementing the 11 strategic technologies outlined in Resolution 57 to strengthen scientific and technological autonomy.

The General Secretary called for thorough discussions on the remaining agenda items, encouraging objective, comprehensive, scientific, practical, and holistic contributions.
“The revolutionary spirit thrives not on words or perceptions but on tangible results—on ‘every family’s table,’ on ‘milk for children, silk for the elderly.’ The people watch us with renewed trust and hope. The Central Committee’s duty is to turn hope into reality, ‘transforming policies into the flow of life.’
With responsibility to the Party and the people, I urge all Central Committee members to lead by example, work diligently and effectively, uphold discipline, and embody the principles of ‘act today, not tomorrow,’ ‘words must match actions,’ and ‘do what you say,’ ensuring the 13th Plenary Session’s success and setting the stage for the 14th National Party Congress,” the General Secretary concluded.
