Vingroup Corporation – Joint Stock Company, Ho Chi Minh City Branch, has submitted a proposal to Chairman of the Ho Chi Minh City People’s Committee, Nguyen Van Duoc, seeking approval to conduct a feasibility study for a sea-crossing road connecting Can Gio and the former Ba Ria – Vung Tau region under the Build-Transfer (BT) model.

According to Vingroup, on June 11th, the Prime Minister issued Decision No. 1125 approving the adjusted master plan for Ho Chi Minh City until 2040, with a vision to 2060. This plan emphasizes the development of modern transportation infrastructure and enhanced intra-regional and inter-regional connectivity as a key strategic focus.

Following the merger of Ba Ria – Vung Tau into Ho Chi Minh City, the need for a direct connection between coastal areas has become increasingly urgent. The Can Gio – former Ba Ria Vung Tau region holds strategic importance for maritime economics, ports, tourism, and eco-urban development. However, current infrastructure is limited, relying heavily on ferries and circuitous routes.

Investing in this sea-crossing road will significantly reduce travel time, efficiently connect functional zones within the city, and drive socio-economic growth, trade, and sustainable urban expansion.

Vingroup Corporation requests the Ho Chi Minh City People’s Committee to permit the company to conduct a feasibility study for the sea-crossing road connecting Can Gio – former Ba Ria – Vung Tau under the Build-Transfer (BT) model. This initiative is a crucial step, providing the legal foundation to initiate the feasibility study and align with the city’s development direction.

Previously, Ho Chi Minh City voters proposed developing Cai Mep – Thi Vai Port into an international transshipment hub, along with constructing a bridge connecting Can Gio – Vung Tau and a high-speed railway linking Ho Chi Minh City – Ba Ria – Binh Duong. These projects aim to leverage transportation advantages for export-import and logistics.

In response to the Can Gio – Vung Tau bridge project, the Ministry of Construction stated that the project falls under the jurisdiction of the new Ho Chi Minh City (post-merger) and is not part of the national highway or expressway system managed by the Ministry of Construction.

Therefore, the Ministry of Construction recommends that the Ho Chi Minh City National Assembly Delegation advise the Ho Chi Minh City People’s Committee to include the Can Gio – Vung Tau bridge in the city’s master plan (post-merger) for the 2021-2030 period, with a vision to 2050, and to lead investment implementation within their authority.
