Prime Minister Pham Minh Chinh emphasized this directive during his speech at the Government’s Standing Committee meeting on the evening of October 6th. The meeting focused on addressing challenges and bottlenecks in long-stalled projects across various ministries and localities.
During the session, the Government’s Standing Committee and leaders from ministries, sectors, and five pilot localities—Hanoi, Ho Chi Minh City, Da Nang, Khanh Hoa, and Tay Ninh—reviewed the implementation of measures to resolve difficulties related to land and projects, as outlined in resolutions and conclusions from the Party Central Committee, National Assembly, and Government.
Delegates highlighted persistent issues requiring resolution and pledged to expedite the removal of obstacles in land and project management. This effort aims to mobilize resources for development and establish a foundation for proposing nationwide implementation to the Politburo.

Prime Minister Pham Minh Chinh commended ministries, sectors, and localities for their proactive efforts in addressing project bottlenecks, noting that some localities have resolved 50–70% of their cases. However, he pointed out that progress, particularly in reporting and synthesis, remains inadequate. Reports often lack comprehensiveness and fail to align with the scope defined in the Politburo’s conclusions.
In response, the Prime Minister directed ministries, sectors, and the five pilot localities—Hanoi, Ho Chi Minh City, Da Nang, Khanh Hoa, and Tay Ninh—to re-examine long-stalled projects with completed inspections, audits, or court rulings, as per Conclusion No. 77 of the Politburo. This review must be finalized by October 15, 2025, with detailed reports categorizing projects as resolved, under resolution, or facing ongoing challenges.
Additionally, all long-stalled projects must be reviewed, with clear identification of responsible authorities for resolution. For projects similar to those approved by the Politburo or National Assembly but falling outside Conclusion No. 77, consolidated reports should be submitted to propose nationwide implementation.
