On October 7th, at 10:18 AM, at the construction site of the Hoa Binh Hydropower Plant Expansion Project (Hoa Binh Ward, Phu Tho Province), EVN and the Electricity Project Management Unit 1 collaborated with contractors to successfully install the rotor of Unit 2. This milestone marks the completion of rotor installation for the entire project.
The successful installation of Unit 2’s rotor is a critical achievement, paving the way for subsequent electromechanical installation tasks. The project aims to commence testing and operation of Unit 2 by November 2025, with the full completion of the Hoa Binh Hydropower Plant Expansion Project expected in 2025. This significant progress is a practical celebration of the 14th National Congress of the Communist Party of Vietnam.
Unit 2’s rotor, weighing approximately 585 tons (equivalent to Unit 1’s rotor), is meticulously designed and manufactured to seamlessly integrate with the stator system, rotating shaft, and electro-mechanical drive components within the machine room. Prior to installation, the rotor underwent rigorous inspections, cleaning, alignment, pressure testing, and sampling to ensure compliance with stringent design tolerances.

Previously, Unit 1 was successfully installed and synchronized with the national grid on August 19, 2025, commemorating the 80th anniversary of the August Revolution and National Day on September 2nd.
The Hoa Binh Hydropower Plant Expansion Project is a nationally significant initiative, approved by the Prime Minister under Decision No. 389/QĐ-TTg dated April 10, 2018. EVN serves as the project investor, represented by the Electricity Project Management Unit 1.
With a total investment of over 9,220 billion VND, the project aims to enhance peak load capacity for the national power system and optimize the economic operation of the existing Hoa Binh Hydropower Plant.
Upon full operation, the project is expected to generate approximately 488-490 million kWh annually, significantly improving peak load coverage, frequency stability, and reducing the burden on the existing Hoa Binh Hydropower Plant units.
Additionally, the project will enhance frequency regulation capabilities, stabilize the national grid frequency, reduce system operation costs, and extend the lifespan of existing equipment by minimizing maintenance and repair expenses.
EVN Accelerates Construction of $2.3 Billion Quang Trach Mega Project Following Vingroup’s Launch
Following the groundbreaking of the first LNG-to-power plant in Northern Vietnam, led by Vingroup in Hai Phong on September 26, 2025, the energy sector witnessed another significant move from Vietnam Electricity (EVN). The corporation is accelerating final procedures to commence construction on the Quang Trach II LNG Thermal Power Plant in Quang Binh by the end of 2025.
A Call for Energy Sector Reform: Are There Alternatives to EVN’s Monopoly?
“Sooner or later, we must factor in accurate accounting for businesses’ electricity prices. EVN [Electricity of Vietnam] cannot shoulder the burden indefinitely,” emphasized Mr. Trinh Quoc Vu, Deputy Director of the Electricity and Renewable Energy Authority (Ministry of Industry and Trade).
