The Fate of Saigon’s Iconic Tax Trade Center Hangs in the Balance After a Decade of Abandonment

Nearly a decade after the demolition of Thuong Xa Tax, the 40-story complex planned for the prime central location remains undeveloped. The Ho Chi Minh City People’s Committee has recently made a significant decision regarding this long-stalled project.

The Ho Chi Minh City People’s Committee has tasked relevant departments and Saigon Trading Corporation (Satra) with proposing solutions for the prime “golden land” plot with dual frontage in Ben Nghe Ward.

Located at 135 Nguyen Hue and 39 Le Loi, this site was once home to the iconic Tax Trade Center, a symbol of Ho Chi Minh City’s commercial landscape.

The Tax Trade Center officially closed on September 25, 2014, to facilitate the construction of Metro Line No. 1 and auxiliary works. In 2016, the structure was demolished to make way for the new Satra Tax Plaza complex.

However, as of October 2025, the land remains vacant.

The Ho Chi Minh City People’s Committee has instructed Satra to collaborate with relevant departments to review the conditions for continuing the project and obtaining investment approval. If conditions are not met, Satra must return the land as per regulations.

In the event Satra returns the land, responsible units will conduct on-site inspections, initiate land recovery procedures, and hand over the land to the Ho Chi Minh City Land Fund Development Center for management.

The “golden land” plot, intended for the Satra Tax Plaza project, spans approximately 9,000 m² and is planned to feature 5 basement levels and 40 above-ground floors, including a shopping center, offices, a hotel, and entertainment services. Satra initially aimed to commence construction in 2017 and complete the project by 2020.
