Ciputra’s Affluent District Set to Bid Farewell to Flooding Woes with Upcoming $7.7 Million Drainage Project

Ciputra Urban Area frequently experiences flooding, and residents have grown accustomed to “living with floods,” humorously referring to it as “Ciputra Fishing Village.”

In a statement to the press, the Hanoi Department of Construction explained that the Vo Chi Cong area and Nam Thang Long Urban Area belong to the Nam Thang Long sub-basin, covering 450 hectares within the boundaries of Lac Long Quan, Nguyen Hoang Ton, Ring Road 3, and An Duong Vuong.

The drainage system in this area directs water toward the Nam Thang Long pumping station, with a capacity of 9m³/s, discharging into the Red River.

Frequent flooding in the area stems from four main causes: First, prolonged heavy rainfall exceeds the drainage capacity of the existing system. Second, the Vo Chi Cong area and Nam Thang Long Urban Area are lower in elevation than surrounding regions. Third, the drainage system lacks synchronized investment, and the Nam Thang Long sub-basin’s drainage issues remain unresolved. Fourth, the operation of the drainage system and the regulating lake within Nam Thang Long Urban Area has not effectively managed water flow.

To address this, the Hanoi People’s Committee recently approved a plan to research and invest in constructing a discharge sewer and a section of the Phu Thuong pumping station’s conduit, undertaken by Nam Thang Long Company through a public-private partnership (PPP) under a Build-Transfer (BT) contract without payment requirements.

The sewer, approximately 737 meters long and designed as a reinforced concrete box culvert, will extend from the Phu Thuong pumping station, cross the right bank of the Red River dyke, and discharge directly into the Red River. An electrically operated gate system will control water flow and ensure dyke safety.

The project, with a total investment of nearly 178 billion VND, is expected to be implemented from 2025 to 2028. Upon completion, it will enhance drainage capacity, reduce the burden on the internal sewer network, and ensure uninterrupted traffic flow on the vital Nhat Tan bridgehead route.

Beyond technical infrastructure, the project serves as a long-term “infrastructure insurance” for Hanoi’s northern gateway, ensuring a safe and stable living environment for residents around Ciputra Urban Area. It also reinforces confidence in the sustainable development of the city.

The 178 billion VND drainage project approved by Hanoi promises to boost development along the Tay Ho – Dong Anh – Soc Son axis, home to numerous large-scale projects, while solidifying the position of established urban areas, including Nam Thang Long – Ciputra.

In conjunction with this project, the Hanoi Department of Construction has directed Ciputra Urban Area’s investor to urgently implement a local pumping station within Ciputra to drain water toward Nguyen Hoang Ton and the Hanoi – Co Nhue pumping station canal. They must also maintain the regulating lake’s water level during the rainy season (May to October annually).

Specifically, the Department requires the investor to focus resources on completing a 9m³/s pumping station discharging into the Red River, the drainage system, and the regulating lake as per planning. They must also expedite the completion of the sewer through the Red River dyke during the 2025 dry season.
