According to a report from the Department of Civil Judgment Execution (Ministry of Justice), in the first 10 months of 2025, civil judgment execution agencies (CJEA) have successfully executed over 23.275 trillion VND, an increase of more than 9.315 trillion VND compared to the same period in 2024. For cases monitored and directed by the Central Steering Committee on Anti-Corruption, Waste, and Negativity, the CJEA has executed over 17.269 trillion VND.

Regarding the FLC case, after receiving the appellate judgment on July 4, 2025, the Hanoi CJEA issued 41 proactive execution decisions, totaling over 744 billion VND. Of these, 27 decisions have been resolved, corresponding to over 722 billion VND; 14 decisions, totaling more than 22 billion VND, are still being processed.

The CJEA confirmed that Mr. Trịnh Văn Quyết and his two sisters, Trịnh Thị Minh Huế and Trịnh Thị Thúy Nga (former Deputy CEO of BOS Securities Company), have fully paid the amount jointly confiscated for the state budget. Based on the request of the involved parties, the Hanoi CJEA issued a Confirmation of Execution Results for the amounts Mr. Quyết and his two sisters have executed (proactive collection for the state budget).

As of August 13, 2025, 11,563 individuals involved in the case have submitted requests via postal mail. Of these, 5,528 requests have been processed and execution decisions issued; 3,871 requests contain errors; and 2,164 requests are still being processed.

A total of 119 execution decisions have been issued for 5,528 eligible claimants, corresponding to over 1.028 trillion VND. The CJEA has distributed more than 966 billion VND to claimants and continues to process the remaining requests as per regulations.

Resolving Execution Challenges in the Vạn Thịnh Phát Case

In the Vạn Thịnh Phát case, the CJEA has issued 72 execution decisions across both phases, with 45 decisions executed, totaling over 16.290 trillion VND.

During execution, the CJEA faced challenges as victims requested full exemption from execution fees for the amounts received. However, only the amounts and assets that Trương Mỹ Lan voluntarily executed within 10 days of receiving the execution decision (Phase 2) are exempt from fees for the victims.

Regarding SCB Bank’s implementation of the CJEA’s deduction decisions, the report states that SCB has not fully complied with 10 decisions. The Ministry of Justice and the State Bank have requested SCB to take action.

To date, SCB has not returned any asset-related documents as per the court’s judgment, citing its status as a specially controlled entity.

The CJEA also faces challenges in handling seized assets due to expired projects, unresolved land boundaries, and undefined coordinates, delaying execution and compensation processes for Trương Mỹ Lan to SCB and bondholders.

The CJEA has outlined future plans to verify asset status and legality, recover embezzled funds, and address challenges. The Ministry of Justice is advising the Central Inter-Agency Steering Committee on solutions to overcome these obstacles.

In the Tân Hoàng Minh case, the CJEA has collected sufficient funds to compensate victims, totaling over 8.643 trillion VND for 6,630 individuals. No asset processing is required.

For claim-based executions, the Hanoi CJEA has processed payments for 6,561 victims, totaling over 8.625 trillion VND. Sixty-nine victims have yet to submit claims. The CJEA will process payments upon receipt of claims.
