On the morning of October 9th, in a conversation with Tien Phong newspaper, the leader of Ha Tinh Province’s Department of Construction stated that after receiving petitions from multiple homeowners of villas in the Xuan Thanh Service and Resort Area Project (Hoa Tien Paradise – Xuan Thanh), who reported severe damage following Typhoon No. 10, the department will establish an inspection team to determine the cause.

According to the Department of Construction’s leadership, upon receiving reports of incidents related to construction works, the department will dispatch an inspection team to the site to assess and clarify the cause.
“The inspection will be conducted this week. The cause could be due to the storm’s intensity or inadequate quality in the construction structure and seawall. All will be clarified after the on-site inspection. From a professional standpoint, determining the cause of this incident will not be overly challenging,” said the Department of Construction’s leader.
Previously, following the impact of Typhoon No. 10, dozens of villas in the Xuan Thanh Service and Resort Area (Tien Dien Commune) collapsed severely. Over 20 seaside villas were heavily damaged by waves, with some nearly completely destroyed.
Many villa owners stated that each villa is valued between 20 and 35 billion VND. They hope the developer will soon implement solutions to address the damage and ensure legitimate customer rights.
It is known that after the natural disaster, Hong Lam Xuan Thanh Joint Stock Company mobilized machinery and manpower to repair damage in the coastal area, where dozens of villas collapsed after Typhoon No. 10.

According to information, the Xuan Thanh Service and Resort Area Project is one of three components of the Xuan Thanh Sea Tourism and Golf Course Project. The project is developed by Hong Lam Xuan Thanh Joint Stock Company, which was granted an Investment Registration Certificate by Ha Tinh Provincial People’s Committee in 2008. The project has undergone four adjustments to its Investment Registration Certificate, with the most recent on January 25, 2024.
As per the Investment Registration Certificate issued by Ha Tinh Department of Planning and Investment, the project is implemented on an area of 347,785 m², with a total investment capital of 930 billion VND. The project is expected to be completed within 24 months from the date of the fourth adjusted Investment Registration Certificate.
The project aims to construct housing for sale and rent, attract domestic and international tourists, and facilitate the operation of an 18-hole golf course and other auxiliary facilities in accordance with the law. The construction scale includes golf course villas, seaside villas, and garden villas. Additionally, there are components such as planting and protecting protective forests, building public service areas, swimming pool service houses, public swimming pools, public commercial service centers, beach bathing management houses, and wastewater treatment areas.
