At the conference chaired by Prime Minister Pham Minh Chinh on the morning of June 22, the focus was on expediting public investment disbursement and implementing crucial national projects, with an emphasis on the transportation sector and the eradication of temporary and dilapidated housing across the country.

The Prime Minister acknowledged the determined efforts in directing and managing public investment disbursement since the beginning of the year, marked by the establishment of seven task forces led by the Prime Minister and dozens of task forces in ministries, sectors, and localities. As a result, there has been a significant improvement in disbursement progress. In the same period last year, the total disbursed value only reached VND 188.4 trillion, equivalent to 28.2% of the plan.

Currently, 6 ministries, central agencies, and 37 provinces and cities have achieved disbursement rates equal to or higher than the national average. Notably, some localities with large capital plans have still maintained high disbursement rates, including Ha Nam (59.5%), Ba Ria – Vung Tau (54.9%), Hai Duong (46.3%), and Thanh Hoa (45.7%).

Along with the positive results, the Prime Minister also frankly pointed out several shortcomings: 17 ministries, central agencies, and 21 localities have not fully allocated the planned capital, including units holding a large proportion of capital but with low disbursement rates. Procedural bottlenecks, slow land clearance, and obstacles related to construction materials remain prevalent challenges.

Regarding the progress of key projects, there are currently 19 projects/project components that have been put into operation, helping to increase the total length of expressways nationwide to 2,268 km. Among them, Terminal T3 of Tan Son Nhat International Airport has been completed and put into use. Another 52 projects are under construction, mostly in line with the set progress.

Several large-scale constructions are being executed with the spirit of “3 shifts, 4 teams,” seizing every moment to accelerate progress. These include the North-South Expressway in the 2021-2025 period, the Hoa Lien-Tuy Loan, Bien Hoa-Vung Tau, Tuyen Quang-Ha Giang, and Khanh Hoa-Buon Ma Thuot routes. Projects such as Ring Road 3 of Ho Chi Minh City, Ring Road 4 of the Capital Region, Long Thanh Airport, and connecting routes from Gia Binh Airport to Hanoi are also being closely monitored to ensure progress and quality.

In terms of land clearance, many localities have processed a significant number of dossiers, including provinces such as Dong Nai, Khanh Hoa, Quang Binh, Quang Tri, Ninh Thuan, and Binh Thuan, which committed to completing land handover in June for projects scheduled for completion in 2025. Hanoi and Hung Yen provinces are urged to expedite land clearance for the Ring Road 4 project.

The Prime Minister directed the localities to proactively coordinate with relevant ministries to quickly handle procedures for capital reallocation between district, provincial, and communal levels in the process of implementing the model of two-level local government, thereby preventing disbursement bottlenecks.

The Ministry of Construction is assigned to complete the procedures to start the Dau Giay-Tan Phu project in August. Hanoi is expected to commence the construction of the third component project of Ring Road 4 in July. Lam Dong province is to implement the Tan Phu- Bao Loc and Bao Loc-Lien Khuong projects by August 19. Ho Chi Minh City and Tay Ninh province need to finalize the feasibility report for the Ho Chi Minh City-Moc Bai route in June.

Regarding construction materials, Mekong Delta localities such as Tien Giang, Ben Tre, and Vinh Long need to complete licensing and consider increasing quarry capacity to ensure sufficient supply for key projects, especially Ring Road 3 of Ho Chi Minh City.

The Prime Minister requested the Ministry of Finance to direct the Vietnam Expressway Corporation (VEC) to expedite the progress of the feasibility study report for the expansion of the Ho Chi Minh City-Long Thanh Expressway and approve it in July. The Ministry of Agriculture and Environment is to coordinate in resolving obstacles in the supply of materials such as sand and fill for key infrastructure projects.

For the Long Thanh Airport project, the ACV and related units are requested to organize reasonable construction, overcome weather impacts, control quality, and ensure labor safety to basically complete the project in 2025.

The Prime Minister emphasized that each ministry, sector, and locality must link disbursement results with the evaluation of the completion of annual tasks of organizations and individuals. Projects falling behind schedule should be reviewed specifically, and capital should be flexibly reallocated to places with better disbursement capacity.

Additionally, localities need to prepare for the groundbreaking and inauguration of 80 major projects nationwide on August 19 and the exhibition on 80 years of socio-economic development achievements at the National Exhibition Center.
