The Aspiration of “Public-Private Partnership for National Development”

The event was attended by Prime Minister Pham Minh Chinh, leaders from various ministries, sectors, and localities, the Vietnamese business community, and representatives from international organizations.

In line with Resolution 68/TW on private economic development, Group IV and a team of exemplary entrepreneurs have established the ViPEL model – Vietnam Private Economic Landscape , initially gathering core forces from various economic sectors to form a Steering Committee and four specialized committees.

Speaking at the event, Mr. Truong Gia Binh shared that this is a continuous action program aimed at fostering collaboration between the government, businesses, and society. He emphasized, “If in the past, our nation triumphed through People’s War, today, as we embark on a new battle for a powerful, prosperous, and happy Vietnam, we need the entire nation to build the country. In this new battle, we must share a common dream and aspiration. Every business and organization has its own dream, but if that dream stands alone, it remains small. To achieve something great, we must join forces, seek cooperation with government organizations and other businesses, and act together.”

To realize this vision, he called for the spirit of “Three Togethers” – sharing dreams together, acting together, and taking responsibility together.

Within the framework of ViPEL 2025, numerous sector-specific sessions and the Vietnam Women Entrepreneurs Forum were held to promote the role of women in private economic development. During these discussions, businesses, experts, and government representatives analyzed key challenges in each sector, identifying growth potential and opportunities.

“Three Togethers” and “Three Pioneers” – The New National Action Spirit

Addressing the event, Prime Minister Pham Minh Chinh called on the business community and private entrepreneurs to embrace “Three Pioneers, Two Strengths” to realize the aspiration of “Public-Private Partnership for National Development.”

The Prime Minister emphasized the need for businesses to pursue “Three Pioneers, Two Strengths, One Consistent Goal” to collaborate with the government in implementing the “Public-Private Partnership for National Development” model.

The Three Pioneers include: pioneering in achieving the two 100-year strategic goals (by 2030, becoming a modern industrialized country with upper-middle income; by 2045, becoming a developed country with high income); pioneering in the patriotic emulation movement, with each business contributing specific products or models; and pioneering in social welfare, ensuring no one is left behind.

The Two Strengths mentioned by the Prime Minister are strengthening oneself – through innovation, digital transformation, green and circular development – and strengthening international integration in a substantive, fair, and effective manner. The Prime Minister affirmed, “For the goal of national development and the happiness of the people, nothing is impossible. The greater the pressure, the greater our effort – this is the culture of the Vietnamese people, the strength that helps us overcome all challenges to break through.”

With the “Three Pioneers” and “Two Strengths,” the Prime Minister expressed confidence that the private business community will successfully achieve the consistent goal assigned by the Party and the State: “The private economy is one of the most important drivers of the national economy,” harmoniously and effectively combined with the state-owned economy as the leading force.

According to the Prime Minister, Vietnam has carried out 40 years of renovation with three main pillars: eliminating bureaucracy and subsidies; developing a multi-sector economy, including the private sector; and integrating internationally.

Acknowledging that agriculture has helped the country escape poverty and become a rice exporter, and that industry and foreign investment have brought the country to middle-income status, the Prime Minister hopes and believes that science, technology, innovation, and digital transformation will help Vietnam become a developed country with high income.

The Prime Minister called on entrepreneurs and businesses to embrace the spirit of “Unity – Discipline – Creativity – Wealth – Development – Sustainability,” further promoting their pioneering role, innovation, and connectivity, not only enriching their businesses and industries but also enriching society and the nation. Additionally, to emphasize the Party and State’s greatest goal of maintaining independence, freedom, and bringing happiness and prosperity to the people, the Prime Minister presented the conference with 20 words: “Proactive State – Pioneering Entrepreneurs – Public-Private Partnership – Powerful Nation – Happy People.”

Launch of the Low-Altitude Economy Alliance (LAE)

At the event, the Prime Minister and delegates participated in the launch ceremony of the Low-Altitude Economy Alliance (LAE). This marks a significant milestone in elevating Vietnam’s position on the global technology map.

The LAE Alliance was established with the goal of making Vietnam a regional leader in the low-altitude economy, progressing toward becoming the global center for low-altitude economy , developing high-tech industries such as UAVs, unmanned aviation, smart devices, data, and automation. The alliance expects this new economy to drive thousands of supporting businesses, create 1 million high-quality jobs, and generate tens of billions of USD for Vietnam in the next 10-15 years.

The alliance brings together leading technology and financial corporations, startups, and experts, all sharing the goal of forming a key economic sector. Mr. Nguyen Van Khoa, CEO of FPT Corporation, serves as the Chairman of the Alliance, with two Vice Chairmen: Mr. Don Lam, Founder and CEO of VinaCapital, and Mr. Tran Anh Tuan, CEO of the Vietnam UAV Network.

Vietnam – with its geopolitical advantages, policies encouraging innovation, and a young, dynamic workforce – is facing a “once-in-a-thousand-year opportunity” to become the regional and global hub for the low-altitude industry.
