Decree No. 261/2025/NĐ-CP dated October 10, 2025, amends and supplements certain provisions of Decree No. 100/2024/NĐ-CP, detailing the implementation of the Law on Housing regarding the development and management of social housing. This decree aims to further facilitate favorable policy mechanisms for the development of social housing, meeting the goals of the social housing development program by 2030 and beyond. It contributes to ensuring effective and sustainable socio-economic growth, social welfare, and improved living standards for citizens.
According to Mr. Nguyễn Đức Lệnh, Deputy Director of the State Bank of Vietnam (SBV) Branch in Zone 2, the decree leverages legal, financial, and credit policies as crucial resources to promote and develop social housing. Notably, amendments to income eligibility criteria will enable individuals (as defined by the housing law) to more easily access policies and establish housing for stability and career development.
First, the decree expands eligibility and aligns with objective realities. Government policies have been actively addressing administrative hurdles for businesses, social housing project investors, and homebuyers. Additionally, they tackle challenges related to housing prices and income. Adjustments to income thresholds (average monthly income not exceeding VND 20 million for singles and VND 40 million for married couples) will broaden access for workers and employees without housing, enabling them to benefit from social housing policies and establish stable living conditions. This adjustment is particularly relevant in major cities like Ho Chi Minh City and Hanoi.
Second, revisions to income eligibility criteria will enhance access to state credit policies and preferential loan packages from commercial banks (CBs). Notably, CBs offer preferential packages such as the VND 120 trillion social housing loan program and housing loan programs for individuals under 35.
Third, Decree 261 will positively impact and accelerate social housing development. Amendments focus on clear and specific regulations regarding fees, taxes for investors, and guidelines for processing applications (for provincial/city People’s Committees). These changes reduce costs and administrative burdens for businesses, encouraging investment in social housing projects. This will increase the supply of reasonably priced, quality housing. Simultaneously, citizens eligible for social housing will benefit from streamlined access to comprehensive policies, ensuring they can afford housing while managing loan repayments and daily living expenses.
Mr. Lệnh emphasized that credit institutions should continue enhancing policy advisory services, promoting preferential loan packages, and providing detailed guidance to citizens on loan procedures and social housing purchases. Collaboration with stakeholders to gather timely information on social housing projects and developers is essential. This will facilitate effective loan appraisals, customer engagement, and communication, ultimately driving credit growth and supporting social housing programs in each locality.
