Proposed Ninh Binh International Airport and Road Connections: A Transformative Vision
In a recent development, the Vietnamese Government has forwarded a proposal from construction firm Xuan Truong to Deputy Prime Minister Tran Hong Ha. The proposal envisions the development of an international airport and nine bridges connecting Ninh Binh with Nam Dinh and Phu Ly in Ha Nam Province.

Deputy Prime Minister Tran Hong Ha has instructed the Ministry of Construction to collaborate with the future provincial administration of Ninh Binh and relevant agencies. They are tasked with studying Xuan Truong’s proposal and reporting back to the Prime Minister by the end of June 2025.
Xuan Truong, renowned for its large-scale spiritual tourism projects, has proposed this initiative to the General Secretary. The company suggests investing in or seeking investment for an international airport in the area of the former Nam Dinh Province’s Yi Yen District or an alternative location to be surveyed and proposed by the Ministry of Construction. With Ninh Binh envisioned as the future cultural and tourism hub of Vietnam, the airport is deemed necessary to cater to the region’s development needs.
The proposal suggests utilizing the new Ninh Binh provincial budget and socialized capital for funding, excluding any allocation from the central government budget.
Xuan Truong also puts forward a vision for two major road axes, each spanning eight lanes, connecting the Trang An Heritage Site and Bai Dinh Pagoda to Nam Dinh and Phu Ly. These roads will feature nine bridges spanning the Day and Hoang Long rivers. The company assures that the construction of these roads can be completed within 12 months. Upon completion of the airport, road axes, and bridges, Ninh Binh is expected to boast a modern cityscape alongside the river in Yi Yen and a historic city in Hoa Lu.
